DATE PREPARED: 03/27/2026GENERAL SUMMARYUnder supervision of Director, Assistant Director and Working Foreman, this position performs manual labor, semi-skilled work, and operates heavy equipment related to the operation, maintenance, and repair of the Township’s Water Distribution system. This position provides support to other divisions / departments as may be assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Monitors water, sewer lift and meter stations.
- Performs meter reading activities.
- Prepares trenches for laying pipes.
- Cleans and maintains shop, tools, trucks and equipment used; performs routine maintenance, service and repair on equipment used.
- Assists in the installation, laying and maintenance of water and sewer pipes, services and hydrants, performing road patch work, the installation of interior and exterior meters and the repair and maintenance of mains.
- Operates heavy equipment such as loaders, backhoes, excavators, vac truck, crane, and video trucks.
- Operates dump trucks, boom lifts, tractors, lawn mowers, snow removal equipment and other related equipment.
- Operates various power driven tools and / or machinery as required.
- Performs routine maintenance on pumps and motors.
- Attends classes and obtains certification grade levels as requested.
- Adheres to all safety rules and regulations.
- Assists with all other water/sewer maintenance programs as directed.
- Has the ability and proper licensing to haul heavy equipment on trailers.
- Starts and stops pumps, regulates valves, observes flow details and reads gauges in order to assure proper operation of the water distribution system.
- Performs preventative and routine maintenance on the water distribution system equipment such as lubricating and replacing parts.
- With approval of supervisory personnel, or in accordance with standard operating procedures, makes process control and operating decisions associated with the operation and maintenance of the water distribution system.
- Assists with troubleshooting and repairing mechanical and electric problems at water distribution well/treatment and pump stations.
- Works in and around hazardous materials; must display ability to properly use and dispose of hazardous materials.
- Performs snow and ice control operations on public roads. Drives snowplow and applies snow/ice control materials. Clears snow from sidewalks, recreation paths and parking areas at Township facilities as directed.
- Operates power driven machinery such as a chain saw, pruning equipment, gasoline powered hedge trimmer or other similarly sized equipment.
- Maintains regular and reliable attendance.
- Ability to work weekends when scheduled, be on call periodically and respond to emergencies on
short notice. Required to be on call for snow/ice control operations.
- Performs various labor-intensive tasks; including lifting of heavy materials, shoveling and sweeping as directed.
- Performs flagger and work zone traffic control duties as directed.
- Excavates (via machine, vacuum, or hydroexcavation) and backfills water and sewer mains, manholes, cleanouts and water service lines, and ditches.
- Cleans and maintains shop, trucks and equipment used; performs routine maintenance, service and repair on equipment used.
- Maintains tools and equipment. Performs routine maintenance, service and repair for various equipment used.
- Locates and marks areas for safe digging and / or for PA One Call purposes.
- Performs building and grounds maintenance including brush and tree removal.
- Performs minor building repairs.
- Performs lawn and garden maintenance care to include mowing (riding and push mowers), raking, watering, weeding, trimming trees and bushes, etc.
- Loads truck with appropriate equipment for daily tasks.
- Respond to emergencies for water and sewer.
- Ensures adherence to all safety rules and regulations.
- Operates vehicles and equipment in a safe and responsible manner.
- Behaves in a professional and courteous manner when interacting with the public and other employees.
- Displays knowledge of and practice effective maintenance requirements, work hazard avoidance and safety practices and traffic laws relating to the operation of equipment and roads maintenance.
- Attends training sessions, workshops and classes related to job duties.
- May advise or provide training to Laborer or Licensed Operator employees.
Performs other related duties as requested.
DESIRED MINIMUM QUALIFICATIONSEducation and Experience- High School diploma/GED
- Valid PA CDL Class B
- Minimum of three years of experience operating light to moderately heavy equipment or performing the duties of Laborer.
- Ability to read, interpret, and enforce pertinent ordinances, policies and instructions.
- Knowledge of safety regulations and practices relating to water distribution is essential such as confined space entry and air quality monitoring using gas detectors.
- Basic plumbing, painting, carpentry and landscaping.
- Safety regulations and practices relating to water treatment stations, water distribution systems, waste water collection systems and wastewater pumping stations and heavy equipment is essential.
- Knowledge of building repair and preventive maintenance techniques, including basic painting, carpentry, plumbing, electrical and mechanical skills.
- Skill in the operation and maintenance of a variety of light and heavy equipment; use of hand and power tools.
- Strong skills in the operation and manipulation of snowplow, trucks and other heavy equipment under all weather conditions.
- Knowledge and skill necessary to safely perform snow removal, salting, sanding, and related operations under various severe weather conditions.
- Knowledge and skill of practical, general lawn care practices.
- Knowledge of mechanical operation and maintenance of diesel and gas heavy trucks and construction equipment.
- Good physical condition is required to perform physical labor.
- Ability to work alone or with others and to work with minimum supervision.
- General knowledge of computers and related software.
- Ability to maintain various records and reports.
- Ability to establish and maintain effective working relationships with other employees and the general public.
- Skill in the operation and maintenance of a variety of light and heavy equipment relating to the distribution of water; skill in the use of hand and power tools.

LICENSING AND CERTIFICATION- CDL - Class B.
- Forklift certification (or ability to obtain forklift certification within 6 months of being hired).
- Flagger certification (or ability to obtain flagger certification within 6 months of being hired).
- Work zone certification.
