Job Description
Position Title: Sr Regulatory Analyst
Location: Des Moines, IA, United States
Description:
This position conducts research and analysis in support of rate designs, cost of service, pricing and tariff filings. Working in cross functional teams, this position supports accurate, timely and innovative regulatory initiatives, including but not limited to rate proceeding filings, compliance filings, tariff proposals, financial plan support, and data analysis and studies. This position also prepares and sponsors testimony on behalf of the Company in regulatory proceedings.
Responsibilities:
Analyze and provide technical expertise to the Rate and Regulatory Functions. Design traditional and innovative electric and gas rate structures aligned with MidAmerican's business strategy utilizing sound economic principles. Maintain the Company's cost of service model and modify it to align changes to the utility infrastructure or ratemaking initiatives. Identify key drivers of changes to Company's revenue requirement. Represent the Company as the witness of cost of service and/or revenue requirement in rate proceedings. Prepare rate impact analyses, and comparisons of rate realizations among utilities. Develop analytical, financial, and operational tools to aid in administering the Company's tariffs and policies. Assist in the preparation and review of other testimony and intervenor data request responses for regulatory filings. Analyze, understand and interpret company financial and statistical data used in studies. Present analytical conclusions (orally and in writing). Develop analyses and schedules related to cost allocation and data support for general rate case filings. Prepare and coordinate the timely and accurate preparation of all regulatory filings. Support financial planning for development of retail revenue in the 10-year plan. Perform any additional responsibilities as requested or assigned.
Qualifications:
Bachelor's degree in accounting, business, economics, finance, mathematics, statistics, or a related field. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.) Minimum three years of prior work experience. Broad understanding of the utility industry. Outstanding oral and written communication skills to influence regulators, legislators, external stakeholders and public opinion. Effective interpersonal skills. Strong analytical, problem-solving and decision-making skills to address highly complex issues. Computer skills must include spreadsheet applications, word processing applications, and statistical analysis software programs. Working knowledge of cost of service methodologies, rate design principles and typical utility tariffs preferred. Prior experience with financial modeling and other types of utility financial and economic analysis preferred. Project management skills; ability to prioritize and handle multiple issues and projects concurrently.
