About This Position
POSITION SUMMARY:
Tahoma Construction Services (TCS), a general contracting subsidiary of Puyallup Tribal Enterprises (PTE), is seeking a skilled Project Manager/Estimator to serve as a project leader to accomplish a full range of PM duties from project inception to project conclusion. As a general contractor backed by one of the largest Indian tribes in the Pacific Northwest, TCS is grounded with a substantial pipeline of Tribe owned projects and plans to gain regional market share as a tribal owned company.
The Project Manager/Estimator hire will be a company leader and contribute to the policies and culture of the company. The ideal candidate will have a strong background in estimating, project coordination, construction management, and possess excellent time management skills. The Project Manager/Estimator should have a diverse background with experience in commercial, multi-family, and residential projects. The position consults with clients, company representatives, and subcontractors to direct successful project development. Prior experience with Tribal or government projects is a plus.
RESPONSIBILITIES:
Business Development
- Develop strong relationships with industry consultants, owners, subcontractors, and organizations; proactively pursue project opportunities to grow business and improve efficiencies.
- Prepare and present written and oral proposals of all types.
Estimating and Preconstruction
- Able to utilize industry estimating software for take-off quantities, compile estimate content, and generate complete estimates including concept level estimates, DD level estimates, and GMP estimates.
- Use design decision log to track impact of owner changes on estimates between phases: conceptual, DD, and GMP.
- Develop appropriate value-oriented options for cost reduction or to make a project more constructible.
- Responsible for approval of estimates, whether constructed by PM or others.
- Support subcontractor prequalification process and approve subcontractor selections.
- Drive an accurate/competitive subcontractor bidding process.
Contracting and Subcontracting
- Organize team for success and clarity around tasks and accountability.
- Understand prime contract / participates in drafting scopes or clarifications.
- Draft subcontracts in a timely and thorough manner.
- Cleans up all preliminary change orders monthly and converts to owner change order.
- Issues all subcontract change orders within a month of getting approved owner change order.
- Verify all subs are prequalified, sufficiently skilled, and can meet all project deliverables on time.
- Confirm plans and specifications are adequate to construct project.
- Monitor subcontractors and effectively correct subcontractors' non-compliance with contract.
- Coaches subcontractors to great performance.
- Effectively review and negotiate proposed CO's.
Project Management / Cost Control / Forecasting
- Ensure project is well planned and coordinated; oversee proper pre-project set up and trade prep meeting; conduct effective close out process; debrief lessons learned on each project.
- Approve, update, manage, and report all schedules and budgets timely.
- Promptly notify key stakeholders of any significant impacts to project, proactively create, and monitor solutions to eliminate/minimize project delays to ensure projects completed on time and at/under budget.
- Understands constraints and durations of schedule activities, confirm subcontractors have reviewed and bought in, and tie contracts to realistic schedules.
- Capable of using all Procore software elements (or similar software) to ensure productive job outcomes.
- Lead/supervise project OAC and sub meetings.
- Assess and communicate personnel performance on projects.
- Ensure staff are effectively managing resources and handling variable costs such as clean up, dumpsters, hoisting, etc.
- Document and correct all QC related issues.
- Understand safety rules and promote a safe workplace.
- Manage timely procurement and submittal process.
- Manage timely resolution of RFI's, ASI's, and CCD's.
- Control cash flow, issue accurate owner billings, pursue prompt payments, and process invoices accurately and timely.
- Prompt responses to action items, owner and consultant issues, and manages priorities.
- Obtain knowledge about client operations and leverage knowledge to promote great outcomes TCS and client.
Company Focused
- Identify opportunities for improvements, identify potential areas of risk, and share information with key stakeholders to maximize results throughout TCS.
- Focus on delivering company initiatives, especially regarding Tribal jobs programs and Tribal Member training and development.
- Use all company resources efficiently to promote maximum financial results for TCS; maintain TCS equipment and assets to maximize return on investment.
- Establish and maintain effective business relationships with all employees, vendors, business partners, government/regulatory entities, and communities in which we operate.
- Strictly follow workplace safety measures; safeguard the welfare of all employees, guests, visitors, and business partners at all times; promptly report workplace risks, incidents, injuries, and near misses.
- Maintain strict confidentiality regarding all sensitive and proprietary business information, and safeguard TCS assets at all times.
REQUIREMENTS:
Minimum
- BA or BS in Construction Management or equivalent
- 5 years' experience as Project Manager on commercial or multi-family projects
- Strong management, planning, problem solving and negotiation skills to meet all project milestones and completion deadlines
- Ability to effectively delegate and track work assignment completion
- Self-driven and ability to work effectively with minimal supervision
- Strong computer proficiency, specifically Microsoft Office products, Microsoft Project, Procore and Bluebeam
- Ability to make wise decisions using effectual mix of analysis, experience, and judgment.
- Strong written and verbal communication skills in English; strong public speaking and presentation skills
- Relates well to all people, diplomatic /gracious; builds good relationships without compromising results

- Ability to occasionally work non-standard hours to accommodate business needs, including nights, weekends, and holidays
- WA state drivers license and good driving record
- Ability to pass drug screen and background check
Preferred
- Project Management or related certifications
- LEED AP or other environmental certification
- First Aid, CPR, CESCL, 30 Hour OSHA Training and/or related training
- 10 years similar Project Manager experience
- Experience with tribal and/or government project management, procurement, and contracts
