Summary
The primary purpose of this position is to provide administrative and project management support for the Vice President and Project Managers in the Real Estate Development & Modernization (REDM) department. The incumbent estimates project costs, reviews architectural and engineering documents, assists with the bidding of projects, conducts inspections, reviews the work of contractors and their subsequent compliance requirements and pay applications, and monitors the coordination of assigned projects.
All activities must support the Lucas Metropolitan Housing (“LMH”) mission, strategic goals, and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
  • Participates in the preparation of conceptual design, design development and construction documents by professional consultants and coordinate with other stakeholders.
  • Examines construction drawings, cost estimates, calculations and specifications in accordance with the U.S. Department of Housing and Urban Development (HUD) regulations, LMH requirements and industry standards.
  • Assists with the preparation of technical specifications and supports the assembly of contract documents for solicitation of contractors to perform a variety of development and construction activities.
  • Assists with coordinating the activities of the staff, consultants, contractors, and other Agency entities in the planning and performance of real estate development and construction.
  • Supports the Project Managers in performing a variety of technical processes, including bid document preparation; bid phase consultation and management, bid evaluation; award of contracts; change order processing; and consultation monitoring and close outs.
  • In coordination with the Project Manager, ensures contractors are compliant with contract requirements; meets with contractors to resolve issues and problems; reads and interprets confidential contractor information, and recommends contractors for hire.
  • Inspects construction projects in progress and at completion for final acceptance of conformance and design.
  • Drafts for review by Project Managers, correspondence and technical and status reports to contractors, architects, and management to keep stakeholders informed of the progress of projects.
  • Prepares reports of construction activities, correspondence to contractors, and architects, and progress reports.
  • Coordinates with the Section 3 Coordaintor and REDM Project Managers on reviewing payroll records of contractors, as well as onsite work requirements reported by contractors, including, but not limited to, MBE, WBE, Section 3 participation, and Davis-Bacon requirements. Conducts field interviews with contractor's staff to support compliance requirement.
  • Reviews housing, land use and other planning proposals and environmental reports to ensure compliance with governmental regulations and policies (federal, state and city) and formulates recommendations for the Project Managers and the Vice President of REDM, on actions based on established criteria.
  • Participates on RFP and RFQ evaluation committees to select develop teams' proposals to finance, construct and manage new housing planned for LMH properties, and/or preservation of LMH housing.
  • Represents the Department at meetings with consultants, community groups, Agency staff, LMH residents, elected officials and others.
  • Assists with helping LMH geo-map its properties and potential acquisitions.
  • Meets all job safety requirements and all applicable OSHA/PERRP safety standards that pertain to essential functions and maintains licenses and certifications as required.
  • Performs other duties as assigned.
Education and/or Experience
Bachelor's degree in engineering, construction management, project management, architecture, or related field and a minimum of two (2) years of experience in construction or project management. An equivalent combination of education and experience may be considered. Must possess a valid Ohio or Michigan driver's license and be insurable under the Agency's plan.
Technical Skills
To perform this job successfully, the employee should have strong computer skills (e.g. MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.

To perform this job successfully, the employee is frequently required to remain in a stationary position. The employee must be able to communicate via email and verbally via telephone. The employee must occasionally transport up to 25 pounds.

Position generally works on Agency properties, which may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud and the environment may be more hazardous than a standard office environment. This position may be required to work with contractors as well as Agency residents.
