Company Background Investigation, CAC, US Citizenship, and a secret security clearance is required for this position.
1. Review, track, schedule and provide input to Type Desk on Availability Work Package (AWP) and other availability planning items including Maintenance and Modernization alterations to ensure the approved Work Packages and Maintenance and Modernization Business Plans accurately reflect all Planned Program and Fleet Modernization.
2.Analyze final Ship Change Document (SCD) Alteration completion data and provide report on initial
Business Case Analysis (BCA) and final Return on Investment (ROI) projections to TDMs for assessing
in future Availability planning.
3.Analyze the planning and executing of modernization-related requirements to include New Work, Late
Add, Growth repairs, as well as cross-ship class alteration and modernization programs to determine final copy of Alterations.
4.Research and prepare Letters of Authorization (LOA) as governed by the Navy Modernization Process-
Management Operations Manual (NMP-MOM) surface ship milestone chart and changes made from
Program Objective Memorandums (POM), Ships Availability Planning sheets, Fleet Modernization
Maintenance Program TMP-11 reports, NDE runs, and Entitlement Process (EP) tracking.
5.Track and coordinate D-Alts (TYCOM ALTS), Mandatory Safety Alts (MSA), and Machinery Alts
during CMAVs and CNO Availabilities. Provide summary reports as requested by the Type Desk
Officers. Maintain and update ship class Modernization Trackers.
6.Track and report to TDO on outside activities regarding status of:
a) Conducting modernization update Ship Installation Drawings (SID)
b) Conducting modernizations update ILS and EOSS/CSOSS
c)Funding requirements (i.e., PARMS).
7.Coordinate Strike Force Interoperability requirements with TYCOM N6 for planning and execution in
scheduled Maintenance Availabilities.
8.Participate in the monthly Strategic Integrated Scheduling Review (SISR) teleconference and provide
TYCOM level feedback and recommendations.
9. Participate in the monthly Strategic Integrated Scheduling Review (SISR) teleconference and provide
TYCOM level feedback and recommendations.
10. Participate in the weekly N43 Execution and Planning Tactical meetings.
11. Attend monthly Class CNO Availability maintenance progress TELECON and provide status to CNSL N43 leadership. Participate in 3rd Party planning (3PP) TELCONs.
12. Attend N43 meetings and training events as scheduled by the N43 CNSL Staff.

funding source, and duration as requested by the TDO.

14.Liaise with Program Executive Offices and NAVSEA ISEAs on planned modernization to validate
requirements.
15.Provide on-site subject matter expert response to in-person, telephone or e-mail inquiries or concerns
regarding the oversight and management of ship class repair and modernization program during normal
office hours if not already engaged in out of office ship class repair and modernization program matters.
Education/Certification Requirements:
Twenty (20) years’ experience as military, civil service or contactor (E-7 or GS-12 equivalent) with shipboard engineering and maintenance experience.
Five (5) years experience with specific knowledge of ship design, operation, maintenance, troubleshooting and testing of general shipboard HM&E systems and related equipment.
Five (5) years experience within last five (5) years of ship maintenance availability planning and execution of industrial work and repair functions supporting USN surface ship operation and/or maintenance.
Must have or be able to obtain a secret clearance.
