We are seeking an HSE Director who will provide strategic leadership and oversight of the company’s Health, Safety, and Environmental programs across all operations. This role is responsible for developing and implementing policies, ensuring regulatory compliance, leading incident investigations, managing environmental reporting requirements, and fostering a culture of safety throughout the organization.
The Director works closely with executive leadership, operations teams, and field personnel to proactively identify risks, ensure regulatory compliance, and drive continuous improvement in safety performance.
Key Responsibilities:
HSE Program Leadership
- Develop, implement, and continuously improve company-wide Health, Safety, and Environmental programs and policies.
- Ensure compliance with all applicable federal, state, and local regulations, including OSHA, EPA, DOT, and other regulatory agencies.
- Provide strategic guidance to operations leadership on safety, environmental, and regulatory matters.
- Lead the company’s safety culture initiatives, ensuring safety is embedded in operational decision-making.
Regulatory Compliance & Environmental Reporting
- Oversee compliance with environmental regulations and reporting requirements, including spill reporting, emissions reporting, waste management, and chemical handling requirements.
- Ensure proper documentation and reporting for regulatory agencies including EPA, OSHA, DOT, and state environmental agencies.
- Maintain compliance with Hazard Communication standards, including Safety Data Sheet (SDS) management.
- Ensure appropriate environmental permits and regulatory filings are maintained and submitted on time.
Incident Management & Investigations
- Lead and oversee incident investigations, including safety, environmental, and vehicle-related events.
- Ensure proper documentation, root cause analysis, and corrective actions are implemented.
- Coordinate internal and external reporting requirements following incidents.
- Track incident metrics and develop strategies to reduce risk exposure.
Driving Safety & Vehicle Monitoring
- Oversee the company’s safe driving program, including vehicle safety policies and driver accountability.
- Manage the dashcam monitoring program, including review of footage related to safety events, driver coaching, and policy enforcement.
- Ensure employees operating company vehicles comply with safe driving expectations and applicable DOT requirements.
Drug & Alcohol Program Administration
- Manage the company’s drug and alcohol testing program, including post-incident, random, and reasonable suspicion testing.
- Ensure compliance with company policy and applicable regulatory requirements.
- Coordinate testing procedures, documentation, and follow-up actions.
Team Leadership
- Provide leadership and guidance to the HSE Specialist and other safety personnel.
- Develop training programs and ensure employees receive required HSE training.
- Support managers in implementing safe work practices across all locations.
Contractor Compliance & ISNetworld (ISN) Management
- Manage and maintain the company’s ISNetworld (ISN) contractor compliance program.
- Ensure all required safety documentation, insurance certificates, policies, and regulatory information are accurately maintained and submitted within ISNetworld.
- Monitor client-specific contractor safety requirements and ensure company compliance with all applicable operator and customer standards.
- Maintain and improve the company’s ISNetworld safety grade and compliance standing, proactively addressing audit findings, corrective actions, and client feedback.
Safety Performance Analytics
- Monitor and report company TRIR, LTIR, vehicle incident rates, and safety KPIs, ensuring accurate reporting within ISNetworld and other contractor compliance platforms.
Qualifications:
- Bachelor’s degree in Environmental Science, Industrial Hygiene, Engineering, or related field preferred
- Relevant safety certifications may substitute for degree requirements
- 8+ years of HSE experience, preferably in oilfield services, chemical manufacturing, or industrial operations
- 3+ years of leadership or program management experience
- CSP (Certified Safety Professional) or ASP (Associate Safety Professional) preferred
- OSHA 30-Hour Certification preferred
- HAZWOPER Certification preferred
- Deep knowledge of OSHA, EPA, and DOT regulations
- Strong leadership and communication skills
- Experience with incident investigations and root cause analysis
- Environmental compliance and reporting experience
- Strong analytical and reporting capabilities
- Must possess active driver’s license and clean driving record
- Employees in this position may operate company vehicles and must maintain a valid driver’s license and an acceptable driving record. Compliance with company vehicle safety policies, including dashcam monitoring and safe driving expectations, is required.
Travel Requirements
- Willingness to travel approximately 50% of the time to field locations across operational basins
- Field visits may involve 3–5 day rotations in basin locations

- Location: Marshall, TX
- Schedule: Monday-Friday 8:00am – 5:00pm; work outside of business hours may be necessary based on business needs.
