The Federal Contracts Manager leads end‑to‑end contract management activities across Salute’s federal and defense portfolios. This position oversees contract formation, negotiation, administration, compliance, reporting, and lifecycle management for complex federal contracts. The ideal candidate brings deep experience with the FAR, DFARS, federal compliance frameworks, and international trade and security requirements.
This role is fully remote, with travel required for customer engagements, negotiations, audits, and internal leadership meetings.
- Contract Formation & Negotiation
- Lead negotiation of prime contracts, subcontracts, task orders, modifications, NDAs, and teaming agreements.
- Interpret and advise on FAR/DFARS clauses, agency supplements, flow‑downs, and terms and conditions.
- Support pricing strategy, cost/price narratives, and alignment with proposal commitments.
- Contract Administration
- Manage contract lifecycles from award through closeout, ensuring compliance with all terms and deliverables.
- Review and negotiate contract modifications, equitable adjustments, and change management actions.
- Maintain comprehensive contract files, correspondence, and documentation in accordance with federal guidelines.
- Compliance & Risk Management
- Ensure compliance with FAR, DFARS, agency‑specific regulations, and applicable federal statutes.
- Oversee adherence to NIST SP 800‑171, cybersecurity requirements, controlled unclassified information (CUI), and safeguarding protocols.
- Conduct internal compliance reviews and support external audits (DCAA, DCMA, DCSA, IG, agency‑specific).
- International Compliance
- Support compliance with international regulations including ITAR, EAR, sanctions, and global data protection standards.
- Coordinate with security and legal teams on cross‑border operations and export considerations.
- Financial & Program Alignment
- Partner with Finance and Program Management to monitor funding, burn rates, deliverables, and fee structures.
- Ensure invoicing, reporting, and subcontract management align with contract requirements.
- Customer & Partner Engagement
- Serve as the primary contractual interface for government customers, primes, subcontractors, and partners.
- Maintain strong relationships with Contracting Officers, CORs, and program stakeholders.
- Internal Leadership & Governance
- Advise senior leadership on contractual risks, opportunities, and compliance requirements.
- Support capture and proposal teams with contractual inputs, compliance matrices, and risk assessments.
- Bachelor’s degree from an accredited four‑year college/university.
- 10+ years managing U.S. Federal/Defense contracts across multiple agencies or mission areas.
- Active SECRET clearance (or higher) required.
- Deep experience interpreting and applying the FAR, DFARS, and agency‑level supplements.
- Demonstrated experience with federal compliance frameworks, including cybersecurity, safeguarding, and reporting.
- Experience supporting international compliance (ITAR, EAR, sanctions, export controls).
- Strong working knowledge of NIST SP 800‑171, CUI handling requirements, and flow‑down obligations.
- Proven expertise with contract types (FFP, T&M, CPFF/CPIF, IDIQ/GWAC task orders).
- Excellent negotiation, communication, and analytical skills.
- Ability to travel about 20%.
- Advanced degree (MBA, MS) or professional certifications (e.g., NCMA CPCM, CFCM).
- Experience managing contracts in DoD, VA, DHS, DOE, GSA, or Intelligence Community environments.
- Experience supporting proposal development and working closely with capture, pricing, and solution teams.
- Familiarity with cybersecurity compliance frameworks beyond NIST SP 800‑171 (e.g., CMMC).
- Experience with subcontractor oversight, flow‑down management, and small business utilization requirements.
Compensation & Benefits Disclosure
The base salary for this role is $150,000 per year. This pay reflects a good‑faith estimate of what we reasonably expect to pay upon hire, based on factors such as skills, experience, education, and market/location. Our comprehensive benefits include health, dental, and vision insurance, Health Savings Account (HSA), gym discount, mental health, Discounted Group Life & AD&D, Discounted Group Short & Long-term Disability, 401(k) retirement matching, PTO/paid holidays, and parental leave. Final compensation will be determined by job‑related factors consistent with applicable law.
