Position Summary:

The DNC is the only national committee with permanent organizing infrastructure, which allows us to provide volunteer recruitment and get-out-the-vote organizing support to Democrats running at all levels of the ballot in elections year-round.

The Distributed Voter Contact Manager will lead the day-to-day operations of this core program and scale the DNC’s distributed volunteer capacity ahead of the 2026 election. This involves managing a team of Distributed Organizers, leading large-scale grassroots volunteer recruitment and training, sequencing voter contact targets, owning the logistics of voter contact tools, and innovating with new tactics and messaging to support Democratic campaigns and state parties nationwide. This position will be based out of the DNC’s HQ and report to the DNC’s National Organizing Director.

Responsibilities:

  • State Coordination & Reporting: Manage the intake process for voter contact support from states and campaigns. Review requests, coordinate priorities with the Political team, strategically sequence volunteer recruitment and voter contact, and report campaign performance and metrics to stakeholders.
  • Platform & Data Administration: Manage systems and data standards for distributed volunteer recruitment and voter contact programs, including Scale to Win (STW) Text and Dialer administration.
  • Scripting & Optimization: Write, manage, and test volunteer recruitment and voter contact scripts to optimize outreach. Analyze data reports to improve volunteer recruitment targeting and retention ahead of GOTV.
  • Local Listeners Program: Oversee the continuation of the DNC’s Local Listeners volunteer training and voter contact program, including analysis of qualitative data and surfacing findings to internal and external stakeholders.
  • Volunteer Retention: in partnership with Mobilization, host interactive grassroots organizing briefings to train and educate supporters nationwide on voter protection, salient current events, messaging, and organizing tactics.
  • Grassroots Coordination: Manage all distributed volunteer leader operations and maintain relationships with grassroots/local Party leaders to scale on-the-ground volunteer programming in priority states.
  • Other duties as assigned to support the department and the DNC's mission.

Qualifications:

  • At least 2 cycles of electoral organizing experience, ideally with at least 1 cycle of full-time staff management experience
  • Strong data literacy: ability to quickly analyze reports and metrics and provide actionable recommendations for program and staff improvement.
  • Experience managing voter contact and volunteer management tech platforms (e.g., Scale to Win, ActionKit, Mobilize, Winnable).
  • Project management experience, specifically handling complex workflows, approvals pipelines, and QA processes.
  • A fierce commitment to winning elections and innovating in organizing.
  • Experience communicating and managing relationships with volunteer leaders, state parties, and external partners.

Salary: The starting salary for the Distributed Voter Contact Manager position is $80,000.00, on an annualized basis, commensurate with experience and qualifications.

This is a full-time, exempt position, that may require work on weekends.
