Position Summary

USI Consultants, Inc. is seeking an experienced Human Resources Manager to oversee and execute all aspects of the human resources function for a growing civil engineering and surveying firm. This role is responsible for strategic HR leadership as well as hands-on administration, supporting approximately 100 employees across multiple disciplines.

The Human Resources Manager serves as the primary point of contact for HR operations, compliance, and employee relations, and partners closely with executive leadership, department managers, and external vendors to support organizational growth and workforce stability.

Core Responsibilities

HR Leadership & Operations

  • Lead and manage all HR functions, including recruiting, onboarding, benefits, payroll coordination, employee relations, performance management, and compliance.
  • Act as the primary HR contact for employees and leadership, guiding policies, procedures, and employment matters.
  • Develop, update, and administer HR policies, procedures, and the employee handbook to ensure compliance and consistency.

HRIS & Systems Management

  • Serve as system administrator for the company’s HRIS, ensuring accurate employee data, reporting, and system functionality.
  • Manage HRIS workflows related to onboarding, offboarding, benefits enrollment, employee changes, and document management.
  • Partner with payroll, benefits, and finance teams to ensure data integrity across systems.
  • Generate HR reports and metrics related to headcount, turnover, benefits utilization, and compliance.

Payroll, Benefits & Ajera Coordination

  • Oversee payroll processing in coordination with finance, ensuring accuracy and timeliness.
  • Administer employee benefits programs, including medical, dental, vision, life, disability, and retirement plans.
  • Coordinate HR data and employee records with Ajera, including employee status changes, labor classifications, and reporting needs.
  • Support compensation planning, job costing alignment, and compliance with labor tracking requirements typical in engineering and consulting environments.

Talent Acquisition & University Relations

  • Lead full-cycle recruiting for professional, technical, and administrative roles.
  • Develop and maintain relationships with universities, technical schools, and professional organizations.
  • Coordinate and attend career fairs, campus recruiting events, and networking opportunities.
  • Manage internship and co-op programs, including recruiting, onboarding, mentoring coordination, and conversion to full-time roles.
  • Partner with department managers to identify future talent needs and succession planning opportunities.

Internship & Early Career Programs

  • Design, implement, and manage structured internship programs aligned with business needs.
  • Coordinate intern onboarding, training, evaluations, and end-of-program feedback.
  • Serve as a liaison between interns, managers, and academic institutions.
  • Track intern performance and support full-time offer decisions.

Employee Relations & Performance Management

  • Guide on performance issues, disciplinary actions, investigations, and conflict resolution.
  • Support managers in conducting performance evaluations and employee development discussions.
  • Ensure fair, consistent, and compliant handling of employee concerns.

Training, Development & Engagement

  • Coordinate employee training programs, including compliance training, leadership development, and professional growth opportunities.
  • Track training participation and maintain accurate training records.
  • Support employee engagement initiatives and internal communication efforts.

Compliance & Risk Management

  • Ensure compliance with federal, state, and local employment laws and regulations.
  • Maintain required HR documentation and records.
  • Partner with leadership and legal counsel as needed on employment-related matters.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent experience).
  • Progressive HR experience with demonstrated ownership of HR operations.
  • Hands-on experience with HRIS systems and HR data management.
  • Experience working with Ajera or similar project-based accounting systems preferred.
  • Proven experience with recruiting, career fairs, and internship programs.
  • Strong knowledge of employment laws and HR best practices.
  • Excellent organizational, communication, and interpersonal skills.
  • Ability to work independently, manage competing priorities, and maintain confidentiality.
