Description:

An Instructional Designer at NCCER creates engaging, learner-centered courses by collaborating with technical instructors and SMEs to assess needs and craft clear instructional narratives. Grounded in adult learning theory, this role prioritizes essential content, designs cohesive learning experiences, and guides project teams through development to ensure alignment with NCCER standards. The Instructional Designer produces digital course assets using tools such as Storyline, Rise, and Adobe Creative Suite, while managing timelines, documentation, and quality. They evaluate course performance using data-driven insights and recommend improvements for future iterations. With strong communication, UX, and project leadership skills, an Instructional Designer delivers innovative learning solutions and supports continuous enhancement of NCCER’s training programs.

NCCER is seeking a creative, analytical, and detail-oriented Instructional Designer with a passion for crafting high-quality, digital-first learning experiences. Your work will directly shape the training materials used worldwide to prepare the next generation of construction craft professionals in vocational programs, colleges, and industry training centers.

1) Course Owner: Assist management and Project Managers with planning, managing, and coordinating assigned projects, to include:

  • Assigning and managing the day-to-day work of project team members.
  • Overseeing the documentation and tracking of project progress.
  • Ensuring projects are completed on time, on budget, and in accordance with NCCER specifications and requirements.
  • Ensuring communication of project information to internal stakeholders.
  • Managing project updates within content and testing management systems as required.

2) Learning Designer and Content Differentiator:

  • Collaborates with technical instructors and SMEs to assess learner needs in each course.
  • Designs the overall narrative arc, rhythms, and patterns of the course that support learner engagement and success.
  • Shares plans with PM, SMEs, Video Writer and Producers, videographers, and contractor partners to see that each part of the development team designs towards the same goal.
  • Cuts the “must know” from the “nice to know” to prioritize the right development effort in the course. Couches design choices in adult learning theory and practice.

3) Content Developer and Evaluator:

  • Builds the digital content and courses. Using tools such as Camtasia, Adobe Suite, Articulate Storyline or Rise, or game authoring tools, creates eLearning assets.
  • Responsible for evaluating the performance of courses, course elements, and making recommendations for iterative improvement.
  • Analyzes data from a variety of systems and tools.
  • Prepares course review reports in collaboration with cross-team members.

Requirements:
  • BS or MA degree in instructional design, educational technology, or education OR
  • 3 + years' experience in teaching /training design and delivery
  • Background in education, adult learning, game design, training development, design or delivery
  • In-depth knowledge of learning theories and instructional design models, including online and print applications
  • Strong lesson and curriculum planning skills
  • Ability to write effective copy, instructional text, audio scripts/video scripts
  • Experience with managing small project teams through the end-to-end development of courses
  • Experience with simulation and 3D training environments as a learning tool
  • Strong background in UX design and storyboarding
  • Experience with authoring/ design tools including Adobe, Storyline or Captivate
  • Experience with Learning Management Systems (LMS)
  • Excited, passionate, proactive and self-motivated with an enthusiasm for learning
  • Ability to learn and adapt to new technologies
  • Excellent verbal and written communication skills
  • Exceptional research and time management skills
  • Occasional travel for SME meetings and industry conferences

Software Skills

  • Microsoft Office/365, including SharePoint and OneDrive
  • Smartsheet
  • Adobe Creative Suite
  • Articulate Storyline and Rise
  • Experience with an LMS
