About This Position

IMMEDIATE SUPERVISOR: Senior Director of Homeless Recovery Services

THIS POSITION SUPERVISES: Therapists, case managers, Peer supports, Housing Case Coordinators, Housing Specialist, Consumer Advocates, Administrative Staff

ANNUAL TRAINING REQUIRED:

Non-violent crisis intervention training is required annually.

CPR and First Aid training are required for this position.

MINIMUM QUALIFICATIONS

Education: Masters Degree in social work or psychology, 5 years of experience in behavioral health, 3 years of supervisory experience, and 3 to 5 years of experience in a homeless services provider setting.

Required Certification/License: License Mastered Social Worker (LMSW)

Additional Skills:

Leadership skills in developing policies and procedures which both guide and reflect services.

Ability to work as part of a team and to inspire the team spirit in others.

Experience in dealing with homeless populations. Proficient in Excel, Word, Outlook, and ECO.

Requirements:

Must have HMIS (Homeless Management Information System) experience

Valid Michigan driver's license and proof of auto insurance.

GENERAL RESPONSIBILITIES:

This position promotes the mission, vision, values and strategic plan of Neighborhood Service Organization and achieves the strategic goals and objectives of the unit.

The Program Manager will carry a reduced case load and is responsible for the management of all team members. In addition, the Supervisor ensures compliance with multiple funding sources and contractual obligations and the quality of service provided.

Responsibilities include: the supervision of the Housing Case Manager and Specialist as well as the Consumer Advocates.

Job is performed during NSO business hours and requires flexibility.

Driving is a requirement of the position. Provide supervision to all clinical and non-clinical staff under the HRS program.

PERFORMANCE FACTORS:

JOB KNOWLEDGE and COMPREHENSION – Understands and is knowledgeable of the duties, methods and procedures required by the job.

Program Manager, provides individual supervision, evaluates staff performance and makes recommendations for personnel actions to the Director when needed

Directs day-to-day operations of the Supportive Housing Services and clinical services and is responsible for scheduling of team meetings, services and staff time.

Provides clinical supervision for clinical staff within HRS. Ensure documentation quality and compliance within the department.

Coordinates with local landlords to support consumers in housing and expand housing options.

Responsible for overall productivity of the HRS staff and for motivating individual staff performance to meet program goals and objectives.

Responsible for recommending to the Director changes that would improve service delivery and for implementing changes and new programming.

Responsible for ensuring the coordination between Supportive Housing Services staff, landlords/property managers and tenants in the provision of permanent housing and supportive services.

ADMINISTRATION

Monitors and maintains data on services provided, and submits reports as required, to DWCCMHA, MDCH, MSHDA,HUD and other agencies, as appropriate.

Administers the Shelter + Care program to ensure compliance with regulations.

Reviews staff requests for leave and makes recommendations based upon program needs.

Monitors program funds for direct client assistance in coordination with the Finance Department, ensuring compliance with established accounting practices and program guidelines.

Attends and actively participates in management team meetings.

Assists in the recruitment of staff to ensure that vacancies are filled and program objectives are met

CONSULTATION AND COORDINATION

Takes an active role in Homeless Action Network of Detroit HAND.

Coordinates with other departments at Tumaini Center and Units at NSO to enhance service delivery and effectiveness.

Collaborates with multiple state and community organizations.

LEADERSHIP/SUPERVISORY SKILLS

Sets performance expectations of the department or individual work unit.

Develops performance objectives for direct reports.

Supervises staff which includes mentoring, coaching, training, and administering disciplinary actions as necessary in keeping with Human Resources policies and procedures.

Delegates by allocating decision making and other responsibilities appropriately and effectively.

Gives performance reviews on time and takes an active role in the development of subordinates.

ADMINISTRATION

Develops the strategic goals and objectives of the department.

Achieves results that support and contribute to the accomplishments of the strategic plan of the organization, and the department.

Researches grant opportunities and new business development.

Monitors compliance with department and NSO policy and procedures and recommends revisions as appropriate.

Adheres to established quality and performance improvement standards.

Provides input on management/supervisory issues and supports and implements senior leadership decisions.

Develops and manages budgets.

Assures program or department adherence to administrative policies and procedures.

Makes effective and timely decisions, even when data is limited or solutions produce unpleasant consequences.

Organizes work, establishes priorities, makes proper assignments of human resources, and efficient allocation of resources.

Works effectively with others to accomplish goals/resolve problems.

Ensures customer satisfaction through process of monitoring, developing, improving, and delivering excellence in program services.

WORKING CONDITIONS : Working in an office environment and able to move about the physical facilities. The person may travel on agency or unit business.
