Position Summary:
The Financial Advocate plays a key role in ensuring all patients have access to affordable care by assisting with financial eligibility programs, including the sliding fee scale, Medicaid, and the Health Insurance Marketplace. This role also includes serving as a Certified Application Counselor (CAC) and providing uninsured patients with Good Faith Estimates. The Financial Advocate conducts financial screenings, educates patients on available services, and serves as a liaison to ensure patients understand their financial options and obligations.
Essential Duties and Responsibilities:
- Assist patients in completing and submitting applications for the sliding fee discount program.
- Evaluate eligibility and determine sliding fee levels based on federal poverty guidelines and required documentation.
- Serve as a Certified Application Counselor to help patients apply for insurance through the federal Health Insurance Marketplace.
- Guide patients through the Medicaid application process, providing education and support.
- Meet with all new patients to provide information on the full range of services available at the Community Health Center.
- Provide Good Faith Estimates to uninsured/self-pay patients in accordance with federal requirements.
- Maintain current knowledge of eligibility criteria for Medicaid, Marketplace plans, and other programs.
- Ensure compliance with HIPAA and other privacy standards while handling sensitive financial and health information.
- Maintain accurate records of financial screenings and assistance provided in accordance with CHC policies.
- Collaborate with front desk, billing, and clinical staff to ensure continuity of care and support for patients.
- Participate in outreach and education activities to increase awareness of financial support programs.
- Attend training sessions and maintain CAC certification.
Qualifications:
- High school diploma or equivalent required; Associate’s degree or higher in social work, health administration, business, or a related field preferred.
- Experience working in a health care or social services setting preferred.
- Certified Application Counselor (or willingness to obtain certification upon hire).
- Strong interpersonal and communication skills with a compassionate, patient-centered approach.
- Ability to work with diverse populations and maintain cultural sensitivity.
- Proficiency in computer applications including Microsoft Office and electronic health record systems.
- Bilingual ability preferred but not required.
Working Conditions and Physical Demands:
- Primarily a sedentary role with occasional standing, walking, or reaching.
- Must be able to work in a clinical environment and communicate effectively with patients in person, over the phone, or virtually.
- May require occasional travel between CHC locations.
