About This Position
Founded in 2007 by former Senate Majority Leaders Howard Baker, Tom Daschle, Bob Dole, and George Mitchell, the Bipartisan Policy Center (BPC) is a leading nonprofit organization that drives principled solutions through rigorous analysis, reasoned negotiation, and respectful dialogue. BPC has six policy programs covering economics, energy, governance, health care, housing, and human capital. BPC combines politically informed policy development with strong, proactive advocacy and outreach. BPC’s Health Policy Program is a team of approximately 12 policy professionals loosely organized into subject matter groups. The team’s mission is building a more cost-effective, evidence-based health care system that strengthens Medicare and Medicaid, advances value-based care, eliminates inefficiencies, and leverages innovation and technology.

Through BPC Action, its 501(c)(4) affiliate, BPC engages in advocacy and strategic outreach and education to bolster the legislative center and support efforts that bring Republicans and Democrats together on the difficult issues facing the country.

The Vice President (VP) for Health Policy is a senior leadership role responsible for setting and executing the health policy agenda of the Bipartisan Policy Center (BPC) under the strategic guidance of the Executive Vice President for Economic & Health Policy. The VP leads a multidisciplinary team of policy researchers, and fellows to produce rigorous, actionable research and thought leadership that shapes national and state-level health care debates.
This individual serves as a public-facing authority, representing the organization with policymakers, media, funders, and partner institutions. The VP ensures that the Health Policy Program advances BPC's mission, maintains methodological excellence, and achieves measurable policy impact.
Responsibilities
Strategic Leadership
- Develop and lead a multi-year strategic plan for the Health Policy Program aligned with organizational priorities
- Identify emerging health policy trends, legislative and administrative opportunities, and research gaps
- Advise executive leadership on health-related policy positioning and institutional strategy
- Team Management
- Recruit, mentor, and retain a high-performing team of policy professionals
- Foster a collaborative, inclusive, and intellectually rigorous team culture
- Establish performance goals and oversee professional development
Research & Policy Development
- Oversee the research, writing, publication, and promotion of high-quality, peer-reviewable policy research, including reports, issue briefs, articles, comment letters, and legislative analyses
- Ensure analytical rigor, methodological integrity, and clarity in all published work
- Guide the development of evidence-based policy recommendations across the Health Policy Program's organizing pillars of Affordability and Innovation including on key topics such as:
- Medicare and Medicaid policy
- Value-based care and payment reform
- Rural Health
- Long-term care
- Health insurance markets
- Pharmaceutical policy
- Biomedical research & development
- Health technology, artificial intelligence, and medical practice innovation
- Behavioral health
- Public health
External Engagement & Thought Leadership
- Develop trusted relationships with policymakers on Capitol Hill and in the executive branch
- Serve as a principal spokesperson on health policy issues
- Testify before legislative bodies and participate in policy briefings
- Build and maintain relationships with policymakers, academic institutions, advocacy groups, and coalitions
- Contribute op-eds, commentary, and public speaking engagements
- Coordinate BPC’s Future of Health Care Advisory Board
Fundraising & Portfolio Development
- Partner with External Relations to identify and cultivate funding opportunities
- Participate in donor meetings and develop grant proposals
- Manage the health care policy budget and ensure responsible stewardship of resources
- Steward relationships with donors
Cross-Organizational Collaboration
- Collaborate with other policy programs on interdisciplinary initiatives
- Support organization-wide strategic initiatives and leadership efforts
Qualifications
- Advanced degree in public policy, public health, economics, medicine, law, or a related field
- 10+ years of progressive experience in health care policy, including senior leadership experience
- Experience working in or closely with the federal government
- Recognized and respected expertise in field
- Experience recruiting, managing, and developing professional staff
- Proven ability to engage policymakers and influence policy debates
- Excellent written and oral communication skills
- Experience securing and managing philanthropic or grant funding
- Media experience (print, broadcast, digital)

Work Schedule
The Bipartisan Policy Center values work-life balance and supports a hybrid work environment. Employees are generally expected to be in the office Tuesday through Thursday, with the flexibility to work remotely on Mondays and Fridays, and additional in-office days as business needs require.
BPC offers comprehensive health insurance benefits with a choice of open access HMO, POS, or PPO plan. HMO and POS individual plans have a monthly premium cost share of 10%. Dependent and Family HMO and POS plans are offered with a monthly cost share equal to 20% of the difference between the plan premium and the individual HMO monthly premium. PPO plans are offered with a 20% premium cost-share for all plans.
Additional benefits include 403(b) matching contributions of up to 7% of salary in addition to a non-elective contribution of 2% of salary (both after 90 days of employment); 15 vacation days, 2 personal days, 15 sick days, and 12 holidays per year; education benefits up to $5,250 per year after one year of employment; $2,000 for professional development expenses after six months of employment; Metro benefits of up to $130 per month; Company provided life insurance; and dental and vision insurance coverage with a Flexible Spending Plan.
We reasonably believe that the base salary range for this position is $200,000 – $265,000. At BPC, a wide range of factors are considered when making compensation decisions including and not limited to skill set, experience, training, education, knowledge, and other business and organizational needs.
