Description:Job Summary
Hiring Range: $63,980.80 - $84,346.08/Year. It is anticipated that the hiring rate offered will be +/- the midpoint range depending on qualifications.
Port Corpus Christi Authority (PCCA) is currently seeking a dynamic professional to join our team! This position under the general supervision of the Manager of Procurement Services is responsible for overseeing daily procurement operations and staff while actively participating in purchasing and sourcing activities. This role ensures compliance with applicable laws, policies, and procedures, and serves as the primary point of escalation between procurement staff and management.
ESSENTIAL FUNCTIONS
- Supervise procurement staff by assigning and reviewing work, providing training, evaluating performance, and promoting a positive and productive work environment
- Serve as the primary point of escalation for procurement-related issues and provide guidance on complex procurements and vendor matters
- Oversee and ensure the accurate, timely, and compliant processing of requisitions, solicitations, contracts, amendments, and purchase orders
- Lead and participate in procurement activities, including competitive sealed bidding, negotiations, and cooperative purchasing
- Ensure all procurement activities, documents, and processes comply with applicable laws, regulations, and organizational policies
- Review procurement documents for accuracy, completeness, transparency, and adherence to compliance standards
- Coordinate with internal departments and external vendors to identify procurement needs and ensure timely acquisition of goods and services
- Monitor pricing and requisition accuracy in coordination with accounting, ensuring alignment with contracts and agreements
- Oversee procurement systems, including solicitation postings, vendor data maintenance, and system accuracy
- Maintain organized, auditable procurement records and documentation in accordance with established standards
- Assist in the development and implementation of procurement procedures and process improvements, including updates based on statutory changes
- Participate in pre-solicitation meetings, evaluation committees, internal briefings, and other procurement-related meetings as required
- Adheres to PCCA Policy, maintains good employee relations and ensures supervised staff does same
- Drives vehicle as necessary to complete assigned tasks and works required hours to fulfill position objectives
- Prepares special reports and analysis and performs related duties and tasks as assigned
- CPR certified or ability to become CPR certified within the first year of employment
- Tier 1 status designation

EDUCATION & CREDENTIALS
- Bachelor’s degree from an accredited college or university with a degree in Business Administration, Supply Chain Management, Public Administration, or a related field.
- Relevant certifications (e.g., Texas Certified procurement credentials) and work experience may be considered in lieu of a degree.
- Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
- Valid driver’s license
- Minimum five (5) years of progressively responsible procurement experience.
- Minimum three (3) years of supervisory experience.
- Knowledge of public purchasing practices and techniques.
- Knowledge of applicable procurement statutes, codes and standards, including standards under 2 CFR Part 200 Subpart D preferred.
- Knowledge of contract law, terms and conditions.
- Knowledge of accounting and budgeting process as it relates to purchasing transactions.
- Strong written, verbal, and interpersonal communication skills
- Ability to effectively interact, negotiate, and exercise discretion
- Sound time management, initiative, judgment, problem solving, and organizational skills
- Ability to prepare and present clear, concise presentations in written or verbal form
- Proficiency in Microsoft Office and procurement software
- Ability to understand, interpret, and apply all PCCA policies
- Promotes and adheres to the SEAPORT values, state/federal laws
- Maintain good employee relations and encourages and fosters a helpful environment where teamwork prevails. Assists senior management and office staff where appropriate
- Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 20 pounds with or without reasonable accommodation
- Ability to work in a general office environment
- Ability to operate light-weight highway vehicles and standard office equipment and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
