The Licensing & Government Contracts Specialist is responsible for the end-to-end management of regulatory licensure and permitting, alongside the administration and execution of government contracts. This role ensures the company and its employees legally operate across multiple U.S. jurisdictions within the security industry, while concurrently managing state, GSA Schedule, and government subcontracts. Serving as the internal subject-matter expert on regulatory readiness and public sector compliance, this position partners closely with HR, Legal/Contracts, Operations, Pricing/Finance, IT, and Project Management. The successful candidate will drive compliance with state and local licensing requirements, manage project-based permitting, and support secure, successful delivery to federal, state, and local customers.

Responsibilities

Company & Employee Licensure

• Manage and maintain all state and local licenses required for the company to operate in the security industry (e.g., alarm, low-voltage, contractor).
• Oversee employee-level licensure across all applicable states, coordinating background checks, fingerprints, exams, renewals, and continuing education.
• Partner with HR, Talent Acquisition, and Field Leadership to ensure employees are fully licensed prior to placement and deployment.
• Track renewal cycles, bonds, insurance certificates, and fees for both the business entity and individuals.
• Ensure timely filings for state expansions, acquisitions, or corporate structure changes, maintaining audit-ready records.
Permitting & Jurisdiction Management

• Coordinate project-based permitting and false alarm requirements with local authorities having jurisdiction (AHJs).
• Partner with Operations, Customer Service, and Engineering to identify permit needs early in the project lifecycle and register customers with relevant units.
• Track and renew permit submissions, approvals, inspections, close-outs, and centralized records by job, jurisdiction, and customer.
Government Contract Administration

• Analyze public sector solicitations (RFP/RFQ/RFI/BAA) to identify mandatory flowdowns, representations & certifications, and pricing instructions.
• Ensure SAM.gov registrations, Reps & Certs, and corresponding licensing requirements are current and compliant.
• Draft, issue, and negotiate NDAs, Team Agreements (TAs), Subcontractor Letters of Commitment, purchase orders, and modifications.
• Administer post-award contract changes, Requests for Equitable Adjustments (REAs), and modifications (scope, funding, schedule).
• Lead contract closeout processes, including final invoices, releases of claims, and property disposition.
Governance, Risk & Systems

• Own the centralized licensing, permitting, and contract tracking systems to ensure data accuracy, version control, and visibility.
• Monitor and enforce cybersecurity (CMMC, NIST 800-171), ITAR/EAR/TAA, and supply chain requirements in collaboration with IT/Compliance.
• Advise leadership on regulatory risks, timelines, and cost considerations related to growth, staffing, and customer commitments.
• Support internal and external audits (CPSR, DCAA, DCMA, internal QA) and regulatory inquiries, partnering with Legal on interpretations.



Qualifications

Required Experience:

• At least 5 years of combined experience in licensing, regulatory compliance, and U.S. federal/state contracts administration (cradle-to-grave).
• Hands-on experience managing multi-state licensing requirements for both business entities and individual employees.
• Bachelor’s degree in Business, Contracts/Acquisition, Finance, Supply Chain, Legal Studies, or a related field.
• Working knowledge of FAR/DFARS, agency supplements (DoD, DHS, GSA), and mandatory flowdown management.
• Strong understanding of regulatory documentation, SAM.gov reps/certs, Truthful Cost or Pricing Data (TINA), and OCI mitigation.
• Exceptional attention to detail and proficiency with compliance tracking systems, MS Office, and ERP tools.
• Strong communication skills with the ability to partner effectively across HR, Legal, Operations, and Field teams.
Helpful, but not required:

• Experience in the security, alarm, access control, or low-voltage industries.
• Familiarity with state licensing boards, AHJs, and permitting authorities.
• Familiarity with CMMC, NIST SP 800-171, FAR 52.204-21, and supply chain clauses.
• Exposure to ITAR/EAR, TAA considerations, and Service Contract Labor Standards (SCLS).
• Experience supporting rapid growth, acquisitions, or geographic expansion.
