ABOUT THE POSITION
Administrative Secretary I/II – Confidential: Under general direction, to perform secretarial, clerical, and routine administrative duties in support of the Department of Support Services, its managers and/or staff whose programs and objectives have involvement on a direct and continuing basis with other departments and extensive public interest; to relieve the manager and/or staff assistant of routine procedural activities; and to perform related work as required.
This is a Confidential classification. Confidential in this context according to the Personnel Rule means "a non-management employee who, in the course of his or her duties, is regularly privy to management planning or decision making regarding the County's administration of employer-employee relations as determined by the Board of Supervisors."
This position is located within the Department of Support Services. The Department of Support Services includes the following Units: Personnel, Purchasing, Risk Management, and Mail Services.
IDEAL CANDIDATE
The ideal candidate will have full-time experience working in a high paced office setting performing clerical duties such as data entry and reporting; strong organizational skills; strong ability to multi-task; ability to communicate effectively both verbally and in writing with individuals from diverse backgrounds; ability to establish and maintain effective working relationships. The candidate must have exceptional customer service skills. The ideal candidate will have experience supporting multiple programs/managers.
DISTINGUISHING CHARACTERISTICS
Administrative Secretary I – Confidential: Positions in this class are characterized by a variety of duties which may be unrelated in kind and are auxiliary to the work of a manager and/or staff assistant. A position in this class is distinguished from a position in the next higher class of Administrative Secretary II in that the latter requires a more extensive knowledge of the organization, the office is frequently faced with meeting rigid deadlines, and the incumbent assumes significant office responsibilities which would otherwise require the attention of the manager.
Administrative Secretary II – Confidential: An Administrative Secretary II position requires a general knowledge of the policies and procedures of an organization under a manager's control and assists in organizing and coordinating the work of the office.
EXAMPLES OF ESSENTIAL DUTIES
Administrative Secretary I – Confidential: May maintain the supervisor/manager's calendar and schedules appointments when necessary; screens telephone calls and personal callers, referring those which can be handled by staff or other offices; relays messages and instructions from supervisor to subordinates; establishes and maintains subject matter files in connection with the work under supervisor's control; gives out information over the counter or telephone where judgment, knowledge and interpretation of routine departmental procedures and regulations are necessary; screens and distributes incoming mail; reviews outgoing mail to insure materials are in order and in conformance with established procedures; collects and selects information and compiles data from a number of sources for incorporation into periodic reports; may take and transcribe dictation; prepares, processes and data enters items such as personnel transactions; arranges conferences and meetings and takes minutes of meetings; makes travel arrangements; types a variety of correspondence, reports and other materials; composes routine correspondence for supervisor; orders supplies; may assign and review the work of a small clerical staff.
Administrative Secretary II – Confidential: In addition to the above, schedules appointments, makes necessary arrangements for conferences and meetings, notifies persons involved and sees that the manager is fully briefed; researches, compiles, and organizes information for use by the manager in the completion of administrative reports, surveys and other uses; serves as liaison between person or staff served in other offices and outside groups; releases information based on a general knowledge of program activities and policies; composes correspondence in response to routine inquiries; takes minutes and distributes summaries; establishes and maintains recordkeeping and filing systems; prepares requisitions for supplies, equipment and work orders for repairs or maintenance services.
QUALIFICATIONSAny combination of education and experience sufficient to directly demonstrate possession and application of the following:
Administrative Secretary I – Confidential:
Knowledge of: Office practices and procedures; filing systems; style/format, grammar, punctuation and spelling; common reference materials; basic mathematics.
Ability to: Interpret and apply office policies and procedures; use discretion in organizing activities and setting priorities; type at a speed of not less than 45 words per minute from clear copy; learn specific operations of the office; gather and compile data for periodic reports; carry out projects with minimal supervision.
Administrative Secretary II – Confidential:
Knowledge of: Modern office practices and procedures; filing and recordkeeping methods; correct English usage, grammar, punctuation and spelling; basic mathematics; report writing; variety of correspondence; support activities related to an organization's programs and operations.
Ability to: Interpret and apply policies and procedures; organize work effectively to meet office deadlines; maintain a recordkeeping system; budget a manager's time; type at a speed of not less than 45 words per minute from clear copy; compose correspondence independently; carry out projects with minimal instructions; establish and maintain cooperative working relationships with those contacted in course of work; supervise the work of others.
MINIMUM QUALIFICATIONS

One (1) year of advanced clerical experience comparable to that of a Typist Clerk III with Shasta County.
Administrative Secretary II – Confidential:
One (1) year of experience comparable to that of an Administrative Secretary I with Shasta County.

THESE BENEFITS DO NOT APPLY TO EXTRA HELP EMPLOYEES
Holidays:
- 12 paid holidays (96 hours) per year.
- 1 Floating holiday annually.
- 10 working days a year during the first three years of service.
- 15 working days a year - 4 through 9 years of service.
- 17 working days a year - 10 through 15 years of service.
- 20 working days a year - 16 or more years of service.
Note - accrued vacation leave may not be used until after three months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.
Employees may elect to receive a payment for Vacation hours (in lieu of use) for up to eighty hours – in five whole hour increments – of accrued vacation. *Subject to criteria as outlined in Section 16.7 of the Personnel Rules.
Sick Leave:
- 96 hours of sick leave are earned each year with no maximum accrual.
- Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave.
- Unused sick leave may be converted to PERS service credit upon retirement.
Note - accrued sick leave may be used immediately as accrued. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.
*Vacation and Sick Leave accruals are based on regularly scheduled working hours. Additional time will not be accrued on hours worked over 80 hours within a one pay period.
Bereavement:
- 24 hours paid leave for each non-concurrent death in the immediate family.
Shasta County contracts with PERS for medical insurance.
Depending on the plan selected, the County pays most of the employee premium, and contributes a portion of the dependent premium.
Contributions are made for a portion of a retiree's insurance premium.
Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance. The employee pays the full premium during the first six months of coverage.
Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.
Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit. For Confidential employees the current coverage amount is $50,000-$70,000 and is equivalent to 1 year of salary at their current wage.
Additional Life insurance is available to purchase through Aflac and The Standard.
Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
- Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit.
- Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit.
- Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62.
Employees pay 9.5% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contract, or Personnel Rules as appropriate. Members hired prior to 2013 may have a different contribution percentage.
Miscellaneous:
- Deferred Compensation plans available through specified companies with employer match up to 3%.
- IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
- Optional additional insurance products are available through Aflac.
