Accountabilities:

As a Subject Matter Expert – Program Manager, you will:

  • Lead and manage complex federal programs, ensuring alignment with agency goals, regulations, and operational requirements.
  • Direct cross-functional teams across directorates, federal components, and state and local partners.
  • Oversee program lifecycle activities, including planning, execution, risk management, performance monitoring, and reporting.
  • Develop strategic roadmaps, implementation plans, and governance structures, including project charters, RACIs, and gate reviews.
  • Implement and mature Agile methodologies across program teams and facilitate Agile ceremonies and artifact management.
  • Identify risks, issues, and opportunities, recommending mitigation strategies and operational improvements.
  • Ensure timely delivery across multiple concurrent projects, supporting testing, integration, deployment, and post-implementation evaluations.
  • Maintain data-driven metrics and performance monitoring mechanisms to track program success and improvement initiatives.
Requirements:

Candidates should have:

  • Bachelor’s degree in a related field with at least 10 years of relevant experience.
  • Minimum 5 years of experience with immigration policy, including familiarity with federal agencies, DHS systems, and identity management workflows.
  • Project Management Professional (PMP) certification; SAFe certification preferred.
  • Strong executive-level communication, stakeholder engagement, and client relationship management skills.
  • Demonstrated ability to manage competing deadlines and complex program portfolios.
  • Proven experience supporting federal government transformation and process improvement initiatives.
  • Analytical, strategic, and critical thinking skills, with the ability to implement solutions efficiently in fast-paced environments.
  • Legal authorization to work in the U.S. and ability to obtain and maintain a public trust clearance or DHS suitability.
