We are seeking an Acquisition Analyst to support federal acquisition and program execution activities for DoD health and health IT initiatives. This role provides acquisition subject matter expertise and directly supports government program and acquisition teams with requirements development, acquisition package documentation, contract cost analysis, and decision-quality briefings. The ideal candidate brings deep Military Health System experience, strong stakeholder engagement skills, and working knowledge of FAR/DFARS-driven processes in support of IT Service Management (ITSM) and enterprise health IT programs.
Responsibilities:
- Provide acquisition analysis and advisory support to government PMO and contracting partners across the acquisition lifecycle (planning through execution).
- Provide subject matter expertise on acquisition guidance and compliance considerations, including FAR, DFARS, and other governing policies, processes, and procedures.
- Lead and/or support requirements capture, validation, and documentation for IT/ITSM and health IT capabilities; translate operational needs into acquisition-ready inputs.
- Draft and coordinate acquisition documentation and briefings, which may include acquisition strategies/plans, requirements packages, SOW/PWS inputs, market research support, and executive decision materials.
- Support resource management, including budget planning inputs, budget execution tracking, and financial/contract cost analysis (e.g., burn rates, cost drivers, legacy contract expense analysis).
- Partner with senior stakeholders (CIOs, clinical/operational leaders, technical SMEs, acquisition professionals) to align requirements, scope, and acquisition approach.
- Support governance forums and working groups by preparing materials, capturing actions/decisions, and ensuring traceability of requirements and risks.
- Develop clear, leadership-ready products (briefings, memos, trackers) to enable timely acquisition decisions and program execution.
Required Qualifications:
- 15+ years of experience supporting federal programs with a strong emphasis on acquisition support, requirements, and/or contract management analysis.
- Master’s degree or higher in a Health Care related field
- Demonstrated working knowledge of FAR and familiarity with DFARS and DoD procurement practices.
- Experience developing acquisition documentation and/or supporting acquisition packages (requirements packages, briefings, SOW/PWS inputs, cost/price or financial analysis support).
- Proven ability to engage and coordinate across multidisciplinary, matrixed stakeholders and produce high-quality written deliverables.
- Active Secret clearance.
Preferred Qualifications
- Experience supporting DHA/MHS, Navy Medicine, VA, or other federal health organizations.
- Experience with IT Service Management (ITSM), IT modernization, service support consolidation, or enterprise system transitions.
- Familiarity with EHR programs (e.g., MHS GENESIS) and/or data discovery/migration initiatives.
- ITIL-based service management understanding and ability to apply ITSM concepts to requirements and acquisition artifacts.
- Certifications (Preferred)
- ITIL 4 Foundation certification
- Program management training (PMI-aligned coursework); PMP preferred if available
