Position Summary
Performs data analysis, research, program evaluation, reporting, and administrative duties in support of Housing Operations functions. Plans and implements operational objectives and strategies for the Reporting section: Supervises subordinate technical staff for property management data reporting and analysis. Assures that accurate data entry and submission of data to the U.S. Department of Housing and Urban Development (HUD). Oversees data entry and submission for the Public Information Center (PIC) database. Supervises subordinate technical staff for property management data reporting and analysis. Researches, develops, maintains, and operates computer database with information relating to public housing and Housing Choice Voucher (HCV) program issues. Develops and implements measurement and evaluation instruments to assess community and program activities. Prepares, develops, and submits a variety of reports to the submission of the Public Housing Assessment System (PHAS) report. Serves as technical liaison and in-house trainer on the public housing database software modules and report writer. Submits the organization’s HUD 50058 transmittals.
Essential Functions
- Oversees and performs data analysis, research, program evaluation, and reporting, in support of all NRHA functions.
- Researches, develops, maintains, and operates computer database with information relating to all NRHA programs and operations
- Development and implements performance management metrics to evaluate community and programmatic effectiveness
- Serves as the Coordinator for submissions to Public Information Center (PIC) database, which includes:
- System Web Access Secure Subsystems (WASS) access for new users
- PH Submissions and PIH Operating Funds submission
- Waitlist Status submission
- Executive Compensation Submission (EXCOMP)
- Grant Enterprise Income Verification (EIV) access and certify users
- Access and Submits Voucher Management System (VMS)
- Line of Credit Control System (eLOCCS)
- Submit New User Access
- Certify Approving Official
- Prepares and develops a variety of reports for the submission of the Public Housing Assessment System (PHAS) report.
- Agency Liaison to the HUD Field Office for proper data valuation, encompassing;
- Occupancy Rating
- Aged Receivable Status
- Submittal of Development/Community/Unit Status Changes Serves as technical liaison and in-house trainer for the housing database software modules and any report writer system. Plans and implements operational objectives and strategies for the Reporting function of performance management:
- Perform and assist staff in routine data collection and data analysis of vacancies
- Track move-ins and moveouts utilizing excel spreadsheet
- Verify accuracy in data software and cross reference against PIC Vacancy data
- Compile to create a data tracking matrix using tables and dashboards
- Directly responsible for the following reports:
- Occupancy Dwelling Report
- PIC Vacancy
- Supervises Reporting Analyst regarding over 20 reports for accuracy. The following are a few of those reports:
- Vacancy Tracking Report
- Weekly Occupancy Report
- Vacancy Information Report
- Late Reexamination Report
- Participates in product development requests for customized software applications.
- Responds to staff inquiries regarding the operation and capabilities of the system;
- Train staff in the use of the database software modules; resolves software and user problems and assure the effective use of the database system.
Supervises subordinate technical staff: may perform the full range of supervisory activities, including but not limited to assigning and coordinating work, acting on employee problems, and hiring, promoting, developing, disciplining, recognizing, and rewarding employees.
Performs other related work as required.
Performance Standards
- Resolves internal software/data system issues within48 hours for at least 90% of support requests.
- Maintains functional relationships with software vendors and coordinates timely resolution of escalated issues.
- Coordinates accurate submissions to all HUD systems (eLOCCS, WASS, VMS, EIV) with no compliance issues or rejections during audit or review periods.
- Maintains documented correspondence and follow-up with HUD field office as needed for occupancy, aged receivables, or community status reporting.
- Provides timely and constructive feedback to reporting staff, with documented performance evaluations completed on schedule.
Minimum Qualifications
Bachelors' degree in Business Administration, Public Administration, Statistics and Research Methods, or Accounting is required for this position. Three to five years of experience in accounting, program administration, computer operation, and research methods.
Any equivalent combination of training, education, and experience necessary to obtain the required knowledge, skills, and abilities.

Knowledge, Skills, and Abilities
- Comprehensive and current knowledge of public housing management concepts, principles, methods, and techniques; including knowledge of non-traditional public housing management methods.
- Comprehensive and current knowledge of the U.S. Department of Housing and Urban Development’s (HUD’s) Public Information Center (PIC) database system.
- Comprehensive and current knowledge of public housing database system and/or related software.
- Extensive knowledge of project and program management.
Physical Requirements
While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 20 pounds. This position requires depth perception.
