JOB SUMMARY: This role is responsible for leading mixed project task teams and coordination of complex, cross-functional initiatives in support of Indian Health Service modernization efforts serving American Indian and Alaska Native communities, ensuring alignment with both near-term deliverables and long-term strategic objectives. The position requires adaptability to support multiple PMO modernization task-level projects that vary in size, complexity, and focus, with the ability to shift between teams as program needs evolve. The role applies disciplined project management practices to ensure transparency and effective management of schedules, risks, communications, resources, and quality, while proactively identifying and escalating issues to program management and Federal leads. Serving in an advisory and facilitative capacity, the Project Manager leads agenda-driven meetings, coordinates stakeholders, and ensures work remains aligned with defined scope, timelines, and client priorities without directly managing day-to-day task execution. Wichita Tribal Enterprises operates as a subcontractor on this effort and reports to the prime contractor, requiring close coordination, clear communication, and adherence to prime-led governance and reporting structures.
DUTIES AND RESPONSIBILITIES:
- Own and manage key programs and projects, balancing short-term initiatives with long-term strategic objectives.
- Lead and coordinate cross-functional projects and initiatives across business, operations, and stakeholder teams.
- Proactively manage program operations and integration issues, proposing solutions and improvements to better meet client and partner needs.
- Apply project management best practices to ensure transparency, reporting, governance, and successful project delivery.
- Build and maintain strong relationships with internal leadership, cross-functional teams, and client stakeholders.
- Manage workflows, processes, risks, communications, resources, and quality to support programs and projects effectively.
- Identify, assess, and escalate risks, issues, and concerns to leadership as appropriate.
- Exercise sound judgment and decision-making to ensure programs and projects remain on track and aligned with objectives.
- Plan, facilitate, and lead recurring cross-functional meetings, including agenda development, discussion facilitation, and follow-up through closure.
- Serve as an advisor and facilitator, coordinating schedules and validating progress without directly managing day-to-day task execution.
- Develop, baseline, and maintain project schedules using a Work Breakdown Structure (WBS) in collaboration with the project team and Federal Lead.
- Monitor schedule execution, ensuring alignment to defined tasks, timelines, dependencies, milestones, and Integrated Master Schedule (IMS) requirements while controlling scope creep.
- Continuously validate progress and schedule accuracy, incorporating team input, identifying gaps, and ensuring realism, actionability, and alignment with strategic priorities.
- Communicate schedule impacts and mitigation strategies, promptly addressing delays, dependencies, and cross-functional impacts to protect executive and program milestones.
REQUIRED SKILLS AND ABILITIES:
- Strong leadership, supervisory, and team-building skills across multidisciplinary teams.
- Excellent written and verbal communication skills, including briefing senior leadership and stakeholders.
- Experience with EHR systems or health data systems
- Ability to work independently and lead in a fast-paced, deadline-driven environment.
- The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required.
- 10-15% Travel Required (Hybrid)
- Lifting up to 25lbs
EDUCATION AND EXPERIENCE:
- Bachelor’s degree
- PMP Certification (Provide Active Certification)
- 6-10 years of PM experience
- Ability to obtain and maintain required federal suitability or background clearance (Public Trust)
- Demonstrated experience overseeing multiple projects and/or programs concurrently.
- Experience managing performance metrics, deliverables, and reporting requirements.
- Experience working in a federal, government, or government contracting environment preferred.
- Familiarity with federal policies, procedures, and compliance requirements.
- Experience interfacing with senior leadership, customers, and external stakeholders.
- Proven ability to manage risk, resolve issues, and ensure successful delivery of services.
- Working with a modernization cross functional team in a federal environment (preferred)

SPECIAL REQUIREMENTS:
Possession of a valid Driver’s License. Subject to a background check and drug screening. Must sign a Confidentiality Agreement and abide by confidentiality regarding program and personnel matters. Indian Preference applies.
