Requirements:Job Summary
Responsible for managing the financial control of various programs. Works as a key business partner to Program Managers and functional teams to establish and maintain the program’s financial plan, perform analyses and prepare reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Conducts and/or assists in financial analysis that provides insight into cost and schedule health on a program to ensure financial objectives are met. Supports finance leadership team in the analysis of performance data with the goal of providing early indicators of program health.
Key Responsibilities
- Lead program financials including development of time-phased integrated budgets and schedules, Estimate to Complete (ETC), Estimate at Complete (EAC), Earned Value (EV) data compliance and reporting.
- Responsible for managing, preparing, administering, and directing the control of budgets for various programs. Generate budgets, forecast funding profiles and ensure adequate funding available and within negotiated positions.
- Serve as the financial expert for programs, alerting management to potential issues, identifying risks, and proposing solutions
- Development and review of time-phased budgets; establishment of key performance metrics and milestones; ongoing reporting of Program(s) cost and schedule variances; investigation of financial irregularities; financial program compliance; prepare milestone invoices and analyze program cash forecast
- Responsible for influencing day-to-day execution of all financial activity related to Programs, Proposals, Reviews, including the development of strategies necessary to achieve program financial goals
- Provide proposal pricing strategy and support, including analyzing customer requirements, generating pricing strategy approaches, and leading strategic bidding efforts.
- Prepare clear and concise pricing proposals that are complaint to the customer requirements
- Support and/or lead financial analysts with organization of Work Breakdown Structures (WBS), creation and maintenance of charge numbers.
- Interface with various levels of management, Program Office and functional departments to support programs
- Working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS)
- Other duties as assigned
Required Capabilities
- Ability to obtain a U.S. Government clearance
- Superior level knowledge of Excel with ability to create complex spreadsheets including use of Pivot Tables for use in financial analysis
- Knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).
- Knowledge of indirect rate development / modeling and rate variance analysis
- Knowledge of cost/schedule development, budgeting, financial analysis and reporting, financial modeling, corporate forecasting, and/or business acquisitions.
- Experience with financial reporting software similar to Deltek Cobra, Empower, Deltek CostPoint (ERP) Hyperion/Smartview, Oracle, and FCSTGov.

Education / Experience
- Bachelor’s Degree and a minimum of 9 years of prior relevant experience; Or, Graduate Degree and a minimum of 7 years of prior related experience; Or, in lieu of a degree, a minimum of 13 years of prior related experience
- 6+ years of experience with FP&A financial analysis, forecasting and reporting including variance explanations
- Demonstrated strong working knowledge of EVMS Tools such as Cobra or Empower and Microsoft Office applications specifically Excel and PowerPoint.
