POSITION SUMMARY
The Right of Entry Field Technician facilitates property access agreements for waterway debris removal and disaster recovery operations. This role requires strong communication skills to negotiate with landowners, technical proficiency with mobile devices and Microsoft Office Suite, and the ability to conduct physical property assessments to identify equipment access points.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Establish professional relationships with property owners to negotiate right of entry agreements for project access
• Explain project scope, timelines, and safety protocols to landowners clearly and professionally
• Conduct walking surveys of properties to identify and evaluate access points for equipment and personnel
• Assess terrain conditions, existing access routes, waterway entry points, and potential obstacles
• Document access points using GPS coordinates, photographs, measurements, and detailed field notes
• Utilize iPad/tablets and Microsoft Office (Excel, Word, Outlook) to create documentation and maintain records
• Prepare right of entry agreements and property access records with accuracy and attention to detail
• Coordinate with operations teams to provide site access information and landowner requirements
• Address property owner concerns with empathy and problem-solving to reach mutually beneficial agreements
• Maintain organized digital filing systems for agreements, correspondence, and property documentation
• Generate daily activity reports and progress updates for project management
• Ensure compliance with company policies, legal requirements, and FEMA guidelines
• Represent Alliance professionally in all community interactions
QUALIFICATIONS
Required:
• High school diploma or GED; Associate’s degree preferred
• 2-3 years customer service, community relations, or land acquisition experience
• Strong verbal and written communication skills
• Proficiency with Microsoft Excel, Word, and Outlook
• Comfortable using iPad, tablets, smartphones, and GPS/mapping applications
• Valid driver’s license with clean driving record and reliable transportation
• Ability to pass random drug and alcohol screenings and background check
Preferred:
• Disaster response or FEMA program experience
• Bilingual capabilities (Spanish preferred)
• Knowledge of environmental regulations or waterway management
• GIS software or mapping systems experience
• Background in surveying, real estate, or right-of-way negotiation
I-9 Verification
• Must be legally authorized to work in the United States and able to provide documentation establishing identity and employment eligibility as required by Form I-9 and without sponsorship

PHYSICAL DEMANDS AND WORK ENVIRONMENT
• Walk 2-5 miles daily over uneven terrain including hills, wooded areas, and stream banks
• Carry field equipment weighing up to 25 pounds
• Work outdoors in varied weather conditions with limited climate control
• Extensive daily driving throughout service territory including rural and unpaved roads
• Independent work with variable schedule including early mornings, evenings, and weekends
• Potential encounters with aggressive animals or unwelcoming property owners requiring situational awareness
