About This Position
The Assistant Field Operations Manager – Asset Management leads field teams and projects focused on municipal asset management, condition assessment, and data-driven decision-making.
Project/Technical Duties & Responsibilities
- Lead asset management field programs, including inspections, inventories, and condition assessments for municipal utility assets.
- Perform and oversee manhole scanning, condition grading, and QA/QC in accordance with NASSCO PACP/MACP/LACP standards, including data review and validation.
- Coordinate and supervise inspections, maintenance activities, and emergency repairs related to asset condition findings.
- Support development and maintenance of asset databases, inspection logs, and condition assessment records.
- Interpret plans and contract documents; evaluate risks, constructability, and data impacts to asset management programs.
- Ensure construction quality, safety, traffic control, and compliance with plans, specifications, budgets, and schedules.
- Lead daily/weekly progress meetings and coordinate with agencies, contractors, and internal departments.
- Maintain project documentation, schedules, and cost-to-completion estimates.
- Enforce safety standards and ensure proper use and maintenance of tools, vehicles, and scanning equipment.
- Mentorstaff in asset management practices, data quality, field procedures, and professional development.
Financial Duties & Responsibilities
- Develop proposals, scopes, and cost estimates for asset management and condition assessment programs.
- Manage budgets, invoicing, change orders, and subconsultant agreements.
- Support client communications related to asset condition findings, schedules, and program performance.
Employee Management Duties & Responsibilities
· Participate in recruiting and onboarding of asset management staff.
· Allocate resources across teams to support inspection and asset management workloads.
· Address performance issues and support performance improvement plans.
· Conduct semi-annual performance and career development reviews.
· All other duties as assigned
Requirements:Qualifications
- Minimum 10 years of experience in municipal utility field operations, inspections, or asset management, including leadership of field crews.
- Demonstrated experience with condition assessment, manhole inspections/scanning, and data quality control.
- Knowledge of NASSCO standards, including PACP, MACP, and LACP, and municipal water, sewer, and stormwater systems.
- Ability to read and interpret plans, specifications, and inspection data.
- Valid driver’s license with a satisfactory motor vehicle record.
- Strong leadership, communication, planning, and problem-solving skills.
- Ability to respond to after-hours emergencies and manage multiple priorities.
Work Environment and Physical Demands
· Office, field, or remote setting
· Must be able to be on call 24 hours and 7 days a week
· Must be able to travel and/or conduct fieldwork up to 50% of the time
· Travel from site to site; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions; work in or around water; exposure to hazardous traffic conditions
· Frequently lifts or moves objects up to 100 pounds
