Position Summary
The Regulatory Compliance Manager provides independent oversight of agency-wide compliance with federal housing regulations. Reporting to senior leadership, this role is responsible for establishing and leading a centralized compliance function that ensures adherence to HUD requirements, promotes, data integrity.
The position also supervises the ADA compliance agent and ensures alignment of accessibility standards with federal regulations.
Essential Functions
- Provide comprehensive compliance oversight across:
- Low-Income Public Housing (LIPH)
- Housing Choice Voucher (HCV)
- Project Based Voucher (PBV)
- Low-Income Housing Tax Credit (LIHTC)
- Ensure compliance with HUD regulations, federal guidelines, and internal policies.
- Oversee agency-wide compliance monitoring systems and corrective action processes.
- Supervise and support ADA Compliance Agent
- Design and deliver training on:
- Fair Housing
- Reasonable Accommodations
- HOTMA
- HUD regulatory updates
- Serve as the agency’s subject matter expert on HUD compliance,
- Develop and revise policies and procedures to maintain regulatory alignment and reduce risks.
- Provide strategic guidance, compliance analysis to leadership staff.
Job Performance Requirements
- Track and report on regulatory risks, internal controls, and overall effectiveness
- Develop and deliver ongoing staff training on HOTMA and HUD policy updates
- Develop, update and implement Standard Operating Procedures (SOPs) in response to regulatory changes.
- Create and maintain job aides and reference materials to support staff compliance and consistency.
- Maintain key agency policy documents, including;
- Administrative Plan
- Admissions and Continued Occupancy Policy (ACOP)
- Lead coordinator for the development and submission of the agency’s Annual Plan.
Minimum Qualifications
- Bachelor’s degree in Social Sciences or other related field is required for this position.
- Seven to nine years of progressively responsible experience in housing compliance.
- Required certifications: Housing Specialist, Occupancy Specialist, and Rent Calculation.
- Equivalent combinations of education, training, and experience may be considered.
Special Requirements
• Must possess a valid driver’s license.
• Subject to a background check and reference verification prior to hire.
• Must maintain confidentiality and adhere to NRHA’s code of conduct and ethics policies.
Knowledge, Skills, and Abilities
- Extensive knowledge of HUD regulations across multiple housing programs
- Strong ability to interpret and apply complex regulatory requirements
- Expertise in:
- Regulatory interpretation and application
- Policy and Procedure development
- Strong analytical and risk mitigation skills
- Leadership and supervisory skills, including oversight of ADA compliance functions.
- High level of professional integrity and sound judgement.
- Excellent written and verbal communication skills.
- Ability to ensure compliance across multiple programs
