About This Position
Professional Solutions Delivered, LLC (ProSoDel) is a total solutions provider for government and commercial customers in the areas of Program Management, Logistics, Organizational Change Management, Communications, Training, and Information Technology (IT) Support Services. We are currently seeking a PMO Analyst (Mid) to join our team of professionals in support of the Naval Sea Systems Command (NAVSEA), Engineering and Logistics Directorate (SEA 05).
Essential Duties & Job Functions:
- Manage SEA 05 IT Portfolio Management (PfM) support activities by maintaining compliance, oversight, and documentation for information systems, software applications, and portfolio reduction initiatives across assigned programs and functional areas.
- Oversee registration, validation, and adjudication of systems and applications across DITPR-DON, DADMS, PBIS-IT, DON EAIS, and related systems of record to ensure compliance with NAVSEA, DON, and DoD requirements.
- Review and support Defense Business Systems (DBS), Information Technology Portfolio Management requirements, FISMA compliance actions, and DON Enterprise Architecture review requirements across assigned organizations.
- Prepare, review, andsubmitIT Procurement Requests (ITPRs), PBIS-IT budget validations, NC-36 submissions, software retention justifications, and application portfolio documentation supporting leadership decisions.
- Analyze software application assignments, user populations, mission impacts, and retention justifications to support portfolio consolidation, software reduction efforts, and improved operational efficiency.
- Evaluate and adjudicate data conflicts within ISF tools, DADMS, and DITPR-DON databases while coordinating corrective actions and maintaining accurate portfolio records.
- Support development of Plans of Action and Milestones (POA&Ms), funding documentation, specifications, standards development, and strategic planning activities related to portfolio and compliance management efforts.
- Provide compliance oversight support by preparing reports, performance metrics, technical documentation reviews, and recommendations to ensure adherence to applicable standards and portfolio governance requirements.
- Analyze technical products including specifications, standards, and supporting documentation for technical adequacy and provide recommendations to SEA 05leadership forimprovement and execution.
- Support Functional Area Managers (FAMs) with portfolio reviews, appeals, reporting requirements, monthly progress reporting, and portfolio reduction initiatives across assigned business areas.
- Coordinate with SEA 05 leadership, CIO staff, contractors, and technical stakeholders to resolve portfolio issues, improve compliance, and support timely execution of IT portfolio actions.
- Perform related duties as assigned.
Job Requirements (Education, Experience, Professional Associations)
Education
- Applicants must meet one of the following minimum qualifications:
- Highschool diploma or GED and ten (10) years of relevant experience in business management or a related functional area; OR
- Bachelor’sdegree in a relevant field and five (5) years of relevant experience in business management or a related functional area; OR
- Master’sdegree in a relevant field.
Preferred Experience
- Experience managing and directing the work of project managers and providing managerial, financial, and administrative oversight for multiple projects.
- Experience monitoring project scopes, costs, schedules, staffing, communications, outside vendors, and contractual deliverables.
- Experience developing standards, processes, and tools for effective project scheduling and managing quality targets.
- Ability to read, understand, and interpret Executive Orders, DoD,DoN, SECNAV, and NAVSEA directives to provide guidance to personnel.
- Experience addressing internal or vendor issues that may impede project delivery and developing solutions.
- Experience tracking risk metrics and facilitating actions to keep projects on track.
- Experience establishing data collection and reporting processes to capture key project metrics and provide periodic reporting.
- Experience managing subordinate staff in day-to-day performance and ensuring project/department milestones and goals are met while adhering to approved budgets.
Required Certification
- Project Management Certification.
