Summary
We are seeking an experienced and highly organized Project Manager, Operational Development, to lead the creation and implementation of a comprehensive, standardized operational plan across all our technical and field operations. This role acts as an internal consultant, establishing a new Project Management Office (PMO) framework and immediately applying it to key operational areas including NOC (Network Operations Center) contracts, fiber network management, and technical field services. The primary goal is to formalize processes, drive operational efficiency, and establish a scalable model for future growth.

Job Description:
Role and Responsibilities
- Strategic operational planning and PMO development.
- Development of a full operational plan: Design, document, and gain stakeholder alignment on a complete, end-to-end operational plan that standardizes workflows, roles, and resource allocation across all areas of operations.
- Establish PMO Framework: Introduce and implement standardized Project Management Office (PMO) methodology, templates, and governance structures to ensure consistency in project initiation, execution, monitoring, and closing.
- Process Formalization: Define, map, and document Standard Operating Procedures (SOPs) for key operational functions, focusing on best practices for efficiency and scalability.
- Project Management and Execution.
- Lead Key Operational Projects: Act as the hands-on Project Manager for high-priority operational initiatives, including:
- NOC Contract Review and Implementation: Manage the transition or integration related to the NOC contract, ensuring seamless service continuity and defining performance KPIs.
- Fiber Management System Implementation: Plan and execute projects related to fiber inventory, management tools, and physical network documentation.
- Technical Field Services Optimization: Develop and implement a project to standardize the processes for field technician dispatch, inventory, training, and performance metrics.
- Timeline and Budget Management: Create detailed project schedules, manage budgets, track progress, and report on key performance indicators (KPIs) to leadership.
- Stakeholder Management and Communication
- Cross-Functional Leadership: Work collaboratively with technical teams, finance, procurement, and other departments to ensure the operational plan is integrated and supported organization-wide.
- Reporting: Provide Director, PMO and the leadership team with regular, clear, and concise status reports, identifying risks, dependencies, and mitigation strategies for all active projects.
Qualifications and Education Requirements
- Bachelor’s degree in business, Engineering, Project Management, or a related field.
- 5+ years of experience in Project Management, with at least 2 years focused on Operational Development, Process Improvement, or PMO setup/management.
- PMP (Project Management Professional) or equivalent certification (e.g., PRINCE2, Agile certification) is highly preferred.
- Proven ability to develop and execute comprehensive operational plans from initial concept to full implementation.
- Familiarity with the technical operations landscape, particularly in areas like telecommunications, fiber networks, and Network Operations Centers (NOCs), is a significant asset.
- Exceptional skills in verbal and written communication, leadership, and stakeholder management.
