POSITION PURPOSE
The Facilities Manager, under the general direction of the Director of Facilities, oversees, coordinates, and monitors facility and grounds maintenance operations. The individual ensures that facility systems are properly maintained, supports maintenance staff, and provides technical assistance to the Facility Supervisor and Director of Facilities.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS
- Oversees all functions related to facility and grounds maintenance and upkeep.
- Oversees maintenance of building systems, including but not limited to: heating, ventilation, and air conditioning (HVAC), wash racks and fuel lanes, fueling systems, tanks, lubrication systems, plumbing, and electrical systems.
- Coordinates on‑call coverage for facilities and properties during emergencies (e.g., water or gas leak repairs, snow removal).
- Oversees the work order process, including prioritizing work and establishing work schedules.
- Adheres to preventative maintenance programs for facility systems and equipment, updating schedules as needed.
- Evaluates maintenance and cleaning performance at bus stops and shelters to ensure required tasks are completed.
- Ensures damage to signs, posts, shelters, bike racks, and benches is assessed and repaired.
- Serves as project manager, as needed, for contracts involving building upgrades, new site construction, and installation of shelters, benches, bike racks, and related infrastructure.
- Audits contracted service provider performance and reports findings.
- Assists in managing environmental compliance programs for the building and related properties.
- Ensures compliance with all applicable federal, state, and local regulations regarding facility maintenance, repairs, and upgrades, including requirements of the Environmental Protection Agency (EPA) and local regulatory agencies.
- Makes recommendations regarding improvements, expansion, and development of facilities. Provides support to other departments for activities requiring the use of facilities or facilities personnel.
- Performs related duties as assigned.
OTHER FUNCTIONS
- Reviews facilities for compliance with regulatory guidelines (e.g., Occupational Safety and Health Administration [OSHA], EPA, Indiana Department of Environmental Management [IDEM]).
- Assists in preparing contracts, requests for proposals (RFPs), and reports.
- Attends and participates in professional meetings and trainings; maintains awareness of new trends and developments in facility maintenance.
- Perform other duties as assigned in alignment with IndyGo’s strategic goals.
SUPERVISORY RESPONSIBILITIES
- Directly supervise one or more employees.
- Apply supervisory responsibilities according to organizational policies and all applicable laws.
- Plans, schedules, assigns, and directs work; establishes goals for staff; evaluates employee performance; and addresses and resolves work-related issues.
- Reviews and monitors productivity standards and ensures fair and equitable treatment of all employees.
EDUCATION AND/OR EXPERIENCE
To perform this job successfully, an individual should possess the following education and/or experience.
- Formal trade school training or an associate degree in facility management, engineering, construction technology, or a related field preferred.
- A minimum of five (5) years of experience in building or facilities maintenance required.
- An equivalent combination of education and experience that provides the required knowledge, skills, and abilities will be considered. Examples include:
- In lieu of an associate degree: two (2) years of related college coursework or two (2) years of additional related work experience.
- In lieu of formal trade education: one (1) year of related work experience.
KNOWLEDGE, SKILLS, AND ABILITIES
The requirements listed below are representative of the knowledge, skills, and/or abilities required to perform each essential duty satisfactorily.
- General knowledge of methods and techniques of facility and building maintenance.
- General knowledge of engineering concepts, construction drawings, blueprints, landscaping techniques, drainage systems, and site preparation.
- Working knowledge of equipment, tools, and materials used in facility maintenance activities.
- Working knowledge of electrical, HVAC, hydraulics, pneumatics, and plumbing systems.
- Thorough knowledge of construction and project management principles, including scheduling and deadline management.
- Thorough knowledge of occupational hazards and applicable safety regulations.
- Thorough knowledge of EPA regulations, environmental requirements, and permitting processes.
- General knowledge of applicable local, state, and federal laws, ordinances, regulations, and codes related to zoning and environmental compliance.
- Ability to read and interpret construction drawings, plans, and specifications.
- Ability to develop cost estimates and manage budgets effectively.
- Ability to foresee and address issues proactively.
- Ability to operate standard office equipment and use computer-based technology, including Microsoft Office, databases, and spreadsheets.
- Ability to communicate effectively in person, by phone, and in writing with internal and external stakeholders.
- Above-average decision-making, problem-solving, and mathematical abilities (including percentages, ratios, fractions, and basic operations).
- Ability to prioritize, organize, and manage time and tasks effectively.
