Job Overview

Responsible for building, nurturing, and continuing relationships with various criminal justice and domestic violence stakeholders through providing ongoing technical assistance on implementation of county-wide domestic violence system improvements. Will provide updates on the domestic violence system, existing gaps and barriers, recommendations, and progress towards improvements made and collective next step initiatives. Will facilitate improvements in local system’s response to domestic violence crimes. Facilitates these discussions through co-chairing County’s long-standing multi-disciplinary Domestic Violence Task Force, which is now an effective ‘Coordinated Community Response’ made up of approximately 45 active members attending in-person or virtually contributing to active discussions and next steps efforts. Responsible for organization and facilitation of these monthly meetings and guiding any next steps following meeting discussions.

Oversees InVEST program, which includes Manager and Advocate Position. This program acts as high-risk team proactively reaching out to survivors after reviewing all DV related police reports and screening for high-risk indicators. This program consists of collaborating closely with law enforcement partners on survivors at great risk for DV homicide. Oversees Child Welfare program, which includes Manager and Advocate position, this program includes close collaboration efforts with child welfare system to include attending community meetings, providing consultations on DV related cases, attending case staffings, and providing DV classes and support services.

Oversees trainer position that provides training on best practices and assists in identifying gaps and opportunities with key system and community stakeholders. Provides requested trainings to system and community partners on program services and domestic violence dynamics and related educational topics. Trainer position also provides all internal programmatic training to internal staff according to best practices and mandatory trainings, oversees agencies DCF required CORE training program, and CPR/First Aid training required by direct service staff.

Responsibilities and Duties

  • Exhibits comprehensive understanding of the dynamics of domestic violence, violence against women, service programs, confidentiality, and privilege
  • Engages, develops, and maintains relationships with leaders from other agencies in the domestic violence system
  • Understands the criminal justice system as it specifically pertains to domestic violence
  • Understands the gaps in the system’s response to victim safety and offender accountability
  • Will implement on-going CCR model principles and best practice trainings to educate and fill gaps identified
  • Will schedule, lead, take minutes, and develop an agenda for all monthly DV Task Force/CCR team meetings and workgroups on key initiatives
  • Will conduct on-going needs assessment to identify service gaps and barriers to systems response and services
  • Has thorough knowledge on high-risk indicators and educates stakeholders on identifying these
  • Has thorough knowledge on partner-inflicted strangulation and traumatic brain injury
  • Has thorough knowledge on the key inter-workings of local criminal justice systems criminal court, programs, key stakeholders
  • Has thorough knowledge on the key inter-workings of local civil court, including software programming through Clerks system (TurboCourt)
  • Acts as liaison between system and community partners and internal agency personnel regarding service needs and provisions
  • Directly oversees and supervises The Spring’s Trainer, InVEST Program, and DV Child Welfare Program. Participates in statewide quarterly DCF meetings as required for InVEST and Child Welfare program
  • With the Trainer, will identify training needs in our community and develop a plan to offer trainings to other professionals and CCR team members
  • Oversees and submits updates and statistical reports each month to meet the requirements of funders,
  • Assists in organizing, scheduling, and facilitating training and public awareness events to system and community professionals
  • Assists programs in maintaining good working relationships with system partners and community partners by often serving as point of contact and conducting warm referrals to meet service needs and follows up to close communication loops
  • Assists with maintaining co-location relationship and schedule with law enforcement partners for InVEST Program
  • Assists with maintaining co-location relationship and schedule with DCF Child Protection Investigation Department with Child Welfare Program staff
  • Schedules, prepares, and facilitates Domestic Violence Fatality Review Team meetings, to include requesting closed DV fatality records from system partners when available for reviews
  • Participates in internal agency meetings and activities to achieve program and agency-wide goals
  • Provides leadership to others through example and sharing of knowledge/skills
  • Conduct monthly supervision meetings with CCR Trainer, InVEST Manager, DV CW Manager
  • Organize and conduct monthly or bi-monthly CCR/Special Programs Team Meetings
  • Other duties may be assigned to meet business needs.

Qualifications/Requirements:

  • Demonstrated maturity and good judgment.
  • Interacts with high degree of professionalism.
  • Ability to effectively present information to CCR members, law enforcement, and the community. Ability to effectively respond to questions, concerns and suggestions raised by these groups. Excellent verbal and oral communication and presentation skills
  • Handles crisis situations calmly and with expertise
  • Ability to define problems, collect data, establish facts, and draw valid conclusions to continually improve the CCR
  • Proficient personal computer skills including electronic mail, recordkeeping, routine database activity, word processing, spreadsheets and graphics
  • Ability to handle multiple tasks simultaneously and handle a rigorous schedule of deadlines
  • Must have knowledge of community resources and the ability to maintain a cordial working relationship with other agencies
  • Must be able to work with a culturally diverse community with sensitivity and professionalism
  • Must be able to establish trusting working relationships with professionals from other agencies
  • Must be able to work autonomously

Education/Training/Experience

  • Bachelor’s degree required (social work, criminology, education, or a related field preferred) with a minimum of five (5) years of related experience
  • Master’s degree preferred
  • Comprehensive understanding of the dynamics of domestic violence
  • Comprehensive understanding of inner workings of criminal, civil, and dependency justice systems required
  • Experience collaborating at a high level with other agencies
  • Experience leading or serving on multidisciplinary group of system and community partners preferred
  • At least 3 years of supervisory experience required

Certification or Licensing Requirements

  • Domestic Violence Core Competency training plus an additional 6 hours of individualized training (30 hours total) to qualify for privilege status; must successfully pass written test
  • Valid Florida Driver’s License with two years’ driving experience, active automobile insurance and an acceptable Motor Vehicle Report
  • Must be able to pass and maintain a Level II background check

Physical Demands

  • Moderate physical activity performing somewhat strenuous daily activities of a primarily administrative nature. Includes sitting and/or standing for extended periods of time with the ability to lift up to 25 pounds
  • Manual dexterity sufficient to reach/handle items, work with the fingers and perceive attributes of objects and materials

Travel Demands:

  • Must have reliable transportation and ability to travel to worksites and community-based meetings and events. Requires some out of state and in state travel.
