The City of Torrance is recruiting for a Management Associate to join the City Manager's Office !
The Department
The City Manager's Office manages city properties and capital improvement projects and is the focal point for economic development and community relations. Responsibilities of the City Manager's Office include: Cable Television, Citizen Assistance, Community Relations, Economic Development, Emergency Preparedness, Employee Relations, Film Permits, Legislative Affairs, Special Events Review, Torrance Strategic Plan, and Volunteer Program.
The PositionThe Management Associate conducts administrative research on special projects, performs administrative analyses contributing to the improvement and increased efficiency of municipal operations, assists in the preparation and formulation of the City budget, prepares special reports, and serves as liaison between departments.
The Management Associate assigned to the City Manager's Office will manage City Council agenda process and coordinate with all City Departments to ensure deadlines are met, review staff reports and recommend modifications for consistency, accuracy, and understandability, coordinate, track and provide status updates on City Council requests, analyze local, state and federal legislation and coordinate with City Departments to determine positions, coordinate City team of legislative analysts (Department subject-matter-experts), participate in legislative meetings and educational events to align city’s approach with local, state and federal priorities, coordinate funding requests and grants for all City Departments, and facilitate employee training courses.The Management Associate assigned to the City Manager's Office will also serve as the Strategic Plan Implementation Lead and will be responsible for working with Departments across the organization in advancing measurable key performance indicators that align with Council policy and that correlate to the adopted Strategic priorities. The Management Associate will also support communicating outcomes on the Public Dashboard, continuously improve visualization of accomplishments and challenges and develop reports and presentations to City Council Strategic Plan Sub-Committee and full City Council during periodic updates.

Monthly Salary Range
$8,391 (Minimum) - $10,797 (Reference) - $12,417 (Maximum) per month.
Appointments are typically made between the minimum and the reference point of the range, depending on qualifications.
Any combination of education and experience that provides the knowledge and skills required is qualifying. A typical way to obtain the knowledge and skills would be:
Graduation from a college or university with a Bachelor’s degree with four years of experience in management research, development or organization and methods. One year of graduate study may be substituted for one year of the required experience.
License And Certification Required:
Possession of a valid class California Class C driver’s license.
Ideal Candidate
In addition to the minimum qualifications, the ideal candidate will possess the following:
- Experience in Municipal Planning Principals and Environmental Regulatory Requirements;
- Coursework in Real Estate Principals and Lease Management;
- Experience with Strategic Plan and/or Community Plan implementations;
- Experience with Council or Commission agenda processing and management;
- Understanding of legislative engagement and grant management.
Special Requirements:
Performance of the essential duties of this position includes the following physical demands and/or working conditions:
Requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as computers and calculators. Tasks require sound and visual perception and discrimination, as well as oral communications ability. Tasks are regularly performed without exposure to adverse environmental conditions.
Work is primarily performed indoors in an office setting. Work involves frequently changing work priorities and the ability to meet deadlines. There will be off-site assignments and attendance at off-site meetings and conferences. Work may be required on evenings and weekends as needed.
