POSITION SUMMARY:
The HSE Manager plays a critical role in ensuring health, safety, and environmental compliance at Benoit’s two manufacturing operations in Houma, Louisiana and Ennis, Texas and one remote office in Houston, Texas. This position is responsible for developing, implementing, and maintaining comprehensive HSE programs that align with federal, state, and local regulations as well as company policies.
The successful candidate will lead efforts to minimize workplace hazards, promote a culture of safety, and reduce environmental impact through proactive risk assessments and continuous improvement initiatives. Collaboration with cross-functional teams is essential to integrate HSE best practices into daily operations and to drive employee engagement in safety protocols. Ultimately, the HSE Manager ensures a safe and compliant work environment that supports operational excellence and protects the well-being of all employees and stakeholders.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Key Responsibilities
- Develop and maintain HSE policies and procedures in compliance with OSHA, EPA, and regulatory standards
- Conduct safety inspections, hazard assessments, and risk mitigation initiatives
- Maintain programs including HAZCOM, HAZMAT, SPCC, SWPPP, and Emergency Action Plans
- Lead incident investigations, root cause analysis, and corrective action implementation
- Coordinate third‑party inspections such as fire systems, extinguishers, alarms, and facility safety systems
- Maintain SDS documentation, chemical inventories, and regulatory compliance records
- Support regulatory audits, customer safety reviews, and environmental permitting requirements
- Develop and report HSE metrics including TRIR and LTIR
- Facilitate safety meetings, employee training programs, and safety awareness initiatives
Training & Documentation
- Provide new hire safety orientation including PPE, HAZCOM, and workplace safety program
- Maintain employee safety training records, certifications, and compliance documentation
- Ensure safety training requirements are met for all operational roles
- Maintain documentation required for regulatory and customer audits
Environmental Compliance
- Manage environmental permits and reporting requirements
- Maintain stormwater and environmental monitoring programs
- Ensure compliance with environmental regulations for manufacturing operations
QUALIFICATION REQUIREMENTS:
- Bachelor’s degree in Safety, Environmental Management, Engineering, or related field; or 4 years of related experience without a degree
- Minimum 7 years of safety management experience in a manufacturing or oil and gas environment
- Experience in a manufacturing environment preferred
- Strong knowledge of OSHA, EPA, and environmental regulatory requirements
- Familiarity with ISO 45001 and other safety systems
- CSP certification preferred
- Proficient use of HSE management software and tools
- Effective in developing and maintaining positive working relationships with employees and management
- Effective in building a positive safety culture and drive behavioral change
- Proficient in conducting safety training, audits, inspections, and incident investigations
- Effective leadership, communication, and organizational skills
- Must have and maintain a clean driving record and pass motor vehicle report (MVR) checks
PHYSICAL REQUIREMENTS:
- Lift, move, adjust, push, pull, and carry objects to waist height up to 30 lbs. without assistance, up to 50 lbs. with assistance
- Lift, move, adjust, push, pull, and carry objects from waist to shoulder height up to 30 lbs. without assistance, up to 50 lbs. with assistance
- Frequent use of stairs and walking and standing in production and warehouse environments
- Ability to climb stairs and access manufacturing equipment areas
- Sit for extended periods for meetings and computer work
- Exposure to noise, temperature variations, and shop environment
- Occasional use of a forklift when needed during employee training
- Ability to travel up to 25% domestically
