CTI is seeking a highly skilled and missionfocused Joint Experimentation and Data Integration Operations (JEDI Ops) Team Lead to support the US Indo-Pacific Command (USINDOPACOM) J81 Joint Innovation and Experimentation Division. This position leads a diverse team of 21 professionals conducting cutting-edge exercise experimentation, concept development, and technology integration across the Indo-Pacific region. The ideal candidate brings strong leadership, operational expertise, and a deep understanding of emerging warfighting concepts, integrated deterrence, and joint experimentation.
The Joint Experimentation and Data Integration Operations (JEDI Ops) Team Lead is responsible for the strategic planning, execution, and oversight of a dynamic and impactful team focused on conducting cutting-edge exercise experimentation across the Indo-Pacific region. This role is in support of the in the US Indo-Pacific Command (USINDOPACOM) J81 Joint Innovation and Experimentation Division. You would lead a team of 21 personnel in developing, deploying, and evaluating advanced concepts and technologies related to kill web development, integrated deterrence, and future warfighting capabilities. The JEDI Ops Team Lead is the primary point of contact for all aspects of the program, ensuring alignment with strategic goals, effective resource allocation, streamlined personnel management, and successful execution of complex, multi-faceted exercises throughout the USINDOPACOM Area of Operation (AOR).
Responsibilities include, but are not limited to:
- Provide strategic direction to the JEDI Ops program, ensuring alignment with organizational goals and national security objectives.
- Manage a team of 21 personnel, including researchers, analysts, exercise planners, logistics specialists, and subject matter experts.
- Shape scalable team structures and succession pathways to ensure continuity, resilience, and long-term mission effectiveness across the USINDOPACOM Area of Responsibility.
- Drive kill web and future warfighting concept development, integrating emerging technologies and producing actionable recommendations.
- Manage logistics, personnel readiness, equipment, and deployment operations.
- Build strong relationships with military, government, and industry partners and represent the program at key events.
- Lead the strategic development and expansion of the JEDI Ops team to ensure sustained alignment with evolving USINDOPACOM priorities and future mission requirements.
- Conduct ongoing assessments of team composition, technical depth, and workload demands to identify capability gaps and opportunities for responsible growth within funded scope.
- Lead the operational and tactical development and refinement of kill web concepts, exploring novel approaches to integrated deterrence and asymmetric warfare.
- Collaborate with subject matter experts and technology developers to integrate emerging technologies into kill web architectures.
Location: This position is required to be onsite and located at Camp Smith in Hawaii.
Necessary Skills and Experience- Bachelors degree in a relevant field (e.g., National Security, Engineering, Program Management) and 10+ years of related experience, OR; 15 years of recent, specialized experience in lieu of a degree. A minimum of 5 years of this experience must be in a supervisory or leadership role.
- Demonstrated experience leading, managing, and mentoring a team of 15+ personnel in a high-stakes, dynamic environment.
DoD/Military Experience: Significant experience with Department of Defense (DoD) exercise planning, program management, or military operations, preferably within the INDOPACOM Area of Responsibility. - Proven experience managing teams of 15+ personnel in high-tempo or highstakes environments.
- Significant DoD or military experience in exercise planning, operations, or program management, preferably in INDOPACOM.
- Ability and willingness to travel internationally up to 25%.
- Must have an active U.S. government Top Secret security clearance and be SCI eligible. (TS/SCI)
- U.S. citizenship is required to obtain a security clearance.
- Masters degree in a relevant field.
- Professional certification such as PMP.
- Completion of advanced military planning courses (SAMS, SAASS, JAWS).
- Expertise in Joint Training Program (JTP), Joint Exercise Life Cycle (JELC), or advanced warfighting concepts such as kill web integration, integrated deterrence, or JADC2.
- Experience briefing senior military or civilian leadership (GO/FO/SES level).
