About This Position
POSITION SUMMARY
The Purchasing Manager directs and coordinates the activities of the purchasing team who distribute materials, equipment, supplies, and subcontracted manufacturing services to the organization by performing the following duties personally or through subordinates.
JOB RESPONSIBILITIES
Supervisory duties:
/ Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
/ Interviewing, hiring, and training employees; planning, assigning, and directing work;
/ Appraising performance by rewarding and disciplining employees
/ Addressing complaints and resolving problems.
/ Plans, organizes, directs, and controls activities related to the procurement function.
Job duties:
/ Prepares instructions regarding purchasing systems and procedures.
/ Analyzes market and delivery conditions to determine present and future material availability and prepares market analysis reports.
/ Develops a system to evaluate vendor and subcontractor quotations that utilizes appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service.
/ Designs, implements, manages, and monitors procurement reporting systems to meet company requirements.
/ Recruits and maintains suppliers that provide high quality products and services at a better price while maintaining the highest code of ethics and conduct.
/ Prepares and issues purchase orders and change notices.
/ Reviews purchase order claims and contracts for conformance to company policy.
/ Prepares and reviews contracts, bids, proposals, and vendor agreements for legal correctness, price, and acceptability of items to specifications.
/ Oversee all activities related to procurement of a commodity, from intent to purchase through delivery of commodity.
/ Assigns procurement requests to the appropriate personnel.
/ Negotiates or supervises the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors.
/ Develops and installs clerical and office procedures and practices, and studies workflow, sequence of operations, and office arrangement to determine expediency of installing new or improved office machines.
/ Arranges for disposal of surplus materials.
QUALIFICATIONS
Knowledge, Skills, and Abilities:
/ Bachelor's degree (B. A.) from four-year College or university; or five years related experience and/or training; or equivalent combination of education and experience.
/ Relevant Skills:
o Contract Development
§ Ability to draft, review, and manage legally sound purchasing contracts, supplier agreements, and service-level agreements that align with organizational policies, regulatory requirements, and business objectives.
o Negotiation
§ Demonstrates ability to lead and execute strategic negotiations with suppliers and subcontractors to achieve optimal outcomes in cost, quality, delivery, and service.
o Purchasing strategy
§ Ability to develop and implement strategic sourcing and procurement plans that support organizational goals, improve supply chain efficiency, and reduce risk.
/ Knowledge of Database software; Internet software; Inventory software; Manufacturing software; Order processing systems; Spreadsheet software and Microsoft suite.
Education and Experience:
/ Bachelor's degree (B. A.) from four-year College or university; or five years related experience and/or training; or equivalent combination of education and experience.
/ 5 years of experience – preferably in the purchasing/buyer role within a midsize company.
/ Experience in reading drawings.
/ Certification in CPSM: ISM, APICS

/ The work environment is an office setting with periodic need to visit the plant floor.
/ This position may be required to work long hours extending into the weekends on some occasions.
/ 10% travel for short or extended trips as needed to vendors, customer, and conferences.
