Education

Bachelor’s degree in a related field preferred

Required Experience

  • Federal employee currently or previously assigned to the GS-0132 series (or contractor equivalent) with at least one (1) year of experience.
  • At least two (2) years of experience as an Intelligence Analyst II in Strategic Threat Assessment and Risk, or equivalent, with demonstrated ability to maintain command and control of intelligence analyst staff.
  • Previous supervisory experience required.
  • Current or previous experience as an all-source intelligence analyst in the intelligence or law enforcement communities for a minimum of one (1) year; or
  • Three (3) years’ experience as a Security Engineering Officer or Regional Security Officer in the Diplomatic Security Service;
  • Three (3) years’ experience as a credentialed or certified technical security expert, counterintelligence agent, or technical surveillance countermeasures (TSCM) practitioner; or
  • Four (4) years’ service in the U.S. Armed Services in one or more of the following:
  1. US Army: 35x series
  2. US Air Force: 14Nx, 1Nxxx series
  3. US Navy: 181x, 183x, 681x, 683x, 781x, 783x, CTx, IS
  4. US Marine Corps: 02xx, 26xx series
  • Proven ability to lead a group of analysts with varying levels of expertise, including the full range of managerial tasks required in a medium-sized office environment.
  • Ability to train and develop junior and senior analysts both operationally and technically.
  • Ability to brief diverse audiences of varying technical backgrounds.
  • Subject matter expert within the Intelligence Community.
  • Ability to participate in and communicate with formal interagency committees, conferences, task forces, and working groups as required by the customer.
  • Specific knowledge of technical intelligence collection methods and technical security countermeasures.
  • Knowledge and understanding of Intelligence Community standards and directives, including ICD 203, 702 and 705.
  • Expert knowledge of intelligence reporting streams and systems.
  • Substantive knowledge of State Department (preferred) or similar U.S. Government agency standards and directives, especially in relation to technical security.
  • Substantive knowledge and understanding of regulations governing the use of classified materials.
  • Ability to effectively and professionally lead and interact with groups or individuals outside own organization.
  • Substantive or expert knowledge of technical security countermeasures systems and regulations.
  • Knowledge of analytical risk management methodology and principles.
  • Demonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition.
  • Excellent writing skills and ability to ensure consistency of analyst products to Department style standards.
  • Excellent verbal communication and research skills, strong analytical, critical thinking, and problem-solving skills.
  • Proficiency with Microsoft O365.
  • Highly adaptable, positive attitude, and ability to lead and work as a member of a team.
  • Proactive self-starter who can manage a team with minimal supervision and routinely assesses program to develop programmatic improvements.

Responsibilities:

SANCORP is seeking an Intelligence Analyst III to support the Technical Analysis Branch CMP/TAB within the U.S. Department of State. The following are examples of responsibilities:

  • Serves as the supervisory team lead (or supervisory deputy team lead) for the Intelligence Analyst II team for Strategic Threat Assessment and Risk. Acts as primary (or secondary) interlocuter for the intelligence analyst team with client representatives and incorporates client operational and policy requirements into the intelligence analysts’ operations. Maintains quality control and assurance standards in accordance with client requirements.
  • Responsible for fulfilling corporate requirements such as performance and annual evaluations, establishing pay raise recommendations, mentoring, and coordinating employee development needs.
  • Performs the full range of managerial and liaison responsibilities with authority over planning activities and personnel matters.
  • Oversees the all-source intelligence analysis of threat environment, using both classified and open-source intelligence and reporting streams and pertaining to geographic regions of coverage, with a focus on technical espionage threats and vulnerabilities. Using qualitative and quantitative analytical risk management methodologies, conducts risk analysis pertaining to overseas diplomatic facilities and works with subject matter experts to help develop risk mitigation strategies.
  • Coordinates information collection efforts to enhance the quality of threat reporting. Leads the compilation of threat information into periodic reports used for input at overseas missions and domestic planning.
  • Provides both written and verbal briefings for executive-level and other State Department personnel. Develops, maintains, and interacts with liaisons and collaborates with analysts across the intelligence, law enforcement, and international communities.
  • Participates in Department and interagency committees, conferences, and working groups to ensure the protection of national security information, facilities, and personnel at diplomatic facilities.
