Job Title: HS Family Services & Community Engagement Manager

Status: Full-time, Exempt, with full benefits

Department: Early Childhood Programs

Location: 4 childcare center sites in Miami-Dade County

Summary: Responsible for oversight and monitoring of all Family Services/Parent and Community Engagement service area. The Manager will plan, develop, and implement the Family Partnership Process and Parent Involvement for families. This position is also responsible for the recruitment, enrollment and income eligible families, as well as the implementation of quality family support services, parent education and program area compliance as outlined in the Head Start Performance Standards. In addition, this position will be responsible for the overall supervision of the Family Services Area Support Workers department.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

· Carries out goals, policies, and activities designed to implement Family and Community Partnerships and Health objectives and performance standards.

· Creates on-going monitoring and tracking systems and conduct follow ups and analysis of Family Services staff area of responsibility.

· Communicates with Center Directors, Education, Disabilities and Mental Health staff and meets monthly about the comprehensive services provided to families and ensures that high-quality support and resource linkage are in place.

· Creates record keeping and reporting systems, including service area plan, schedules, timelines, policies and procedures for all Family and Community Engagement Services, in accordance with head Start Performance Standards and applicable laws and regulations.

· Facilitates the annual family & community engagement/partnership plan revision in conjunction with the Policy Committee, parents and center staff.

· Designs the agency Family & Community Engagement program based on needs assessment.

· Directs activities of Family services area support workers’ staff in providing direct services to families and in making necessary referrals.

· Directs the Family services area support workers’ in recruitment, screening and enrollment of eligible children.

· Manages Parent Involvement activities including implementing a program for fathers and the assurance that parent site activities occur throughout the agency.

· Supervises a total of 6 Family Services Area Support Workers at all 4 sites and responsible for conducting performance evaluations, creating schedules, caseloads, job descriptions, assigning staff to sites, creating professional development and training opportunities and conducting staff meetings.

· Assists HS Director as member of management team with any processes or requirements of the program

· Directs and coordinates the development and annual updating of an inventory of community services.

· Acts as liaison between community agencies, grantee Miami-Dade County Head Start and Head Start families and staff.

· Creates a referral system a referral system and procedures for Head Start families to community agencies.

· Monitors that Family Services Area Support Workers’ conduct community referrals and regular follow ups.

· Supervises the transition plans of students moving from EHS to HS and entering public school.

· Develops and implements a plan and a system of monitoring and evaluation of activities and staff.

· Coaches and provides training and technical assistance to all Family Services Area Support Workers.

· Represents our organization and speaks about our agency and our Head Start/Early Head Start programs.

· Establishes and maintains standards for the use of forms and reporting procedures.

· Implements a weekly reporting procedure to include enrollment, attendance, waiting list, health, contacts with families and action taken.

· Assists HS Director together with all area management team to put together Corrective Action Plan when findings are discovered through internal or external monitoring, and if applicable, ensures all findings are corrected in a timely manner for department area.

· Develops, implements and maintains partnership agreements and MOU with the local community.

· Ensures 100% enrollment the first day of school by monitoring and reviewing applications and completed enrollment files for accuracy, eligibility and documentation.

· Supervises Family Services Area Support Workers obtain all necessary health requirement documents (physical & immunizations) prior enrollment.

· Supervises assigned Family Services Area Support Workers monitor, track, follow-up and communicate all health requirements status to Family Support Worker and parents.

· Participates in the agency multidisciplinary team.

· Designs, develops, and delivers in-service training and orientation for the Family Services Area Support Workers

· Presents Child Abuse and Neglect training to all agency staff during pre-service and in-service events and provides Child Plus, ERSEA and Family Community Engagement training to Family Services Area Support Workers.

· Trains Policy Committee on ERSEA, Robert Rules of Order, Program Governance and By-laws

· Trains Governing Body on ERSEA.

· Coordinates with all Family Services Area Support Workers monthly parent committee meetings and secures speakers or presenters for parents training as needed, or requested by other service areas

· Conducts parent volunteer’s orientation and training.

· Documents and collects monthly parent volunteers’ hours and in-kind services/presentations during parent committee meetings.

· Leads and ensures the completion of the PIR data and final report.

Requirements:

Education/Experience:

Bachelor's degree in Human Services, Social work, Family services, Counseling, Child Development, Education, Public Administration, or related field. Training and/or work or volunteer experience in Head Start or another early childhood development program. Three to Four years job-related experience with demonstrated competence in social service, education, public health or child care setting; or three years of training and experience in the field(s) related to social, human, or family services and the ability to prepare and deliver professional presentations. Experience, knowledge and the ability to work effectively with at risk populations. At least 1 year of supervisory experience. Head Start Family Services experience preferred.

Language Ability:

Ability to read, analyzes, and interprets common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information.

Math Ability:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills:

To perform this job successfully, an individual should have a working knowledge of Microsoft Office applications to include Word, Excel, and PowerPoint.

Certificates and Licenses:

Would prefer DCF childcare course work certification, or director's credentials
