Position Summary

The Human Resources Manager will lead and direct all HR department functions, including recruiting, interviewing, and hiring staff; administering pay, benefits, and leave; enforcing company policies and practices; and maintaining compliance with Federal, State, and local employment regulations. This is a hands-on leadership role that requires both strategic thinking and day-to-day execution across five core areas of accountability.

Responsibilities

Talent Pipeline

Develop and execute recruiting strategies to attract top talent. Manage job postings, candidate sourcing, and applicant tracking. Coordinate interviews and hiring processes with department managers, build relationships with recruiting sources, schools, and job boards, and ensure smooth onboarding and orientation for all new hires.

Employee Relations & Compliance

Serve as the primary point of contact for employee concerns and issues. Ensure compliance with federal, state, and local employment laws. Maintain and update the employee handbook and company policies. Manage employee investigations, disciplinary actions, and terminations, and maintain accurate employee records and HR documentation.

Safety & Risk

Develop and implement workplace safety programs and policies. Ensure OSHA compliance and manage safety training requirements. Investigate workplace accidents and implement corrective actions. Manage workers' compensation claims and return-to-work programs and conduct regular safety audits and risk assessments.

Benefits & Compensation

Administer employee benefits programs including health, dental, and retirement. Manage open enrollment and communication benefits changes to employees. Ensure competitive compensation structures through ongoing market analysis. Process payroll changes, deductions, and benefits enrollments, and serve as the primary liaison with benefits providers and brokers.

Culture & Engagement

Champion company core values and foster a positive work environment. Plan and coordinate employee events, recognition programs, and team-building activities. Conduct employee surveys and act on feedback to improve engagement. Support performance review processes, employee development, and drive initiatives that enhance satisfaction and retention.

Additional Responsibilities

  • Partner with the leadership team on talent strategy, succession planning, and workforce needs
  • Administer the Affirmative Action program as Equal Employment Opportunity Officer; file AA plans and EEO-1 reports as required
  • Create learning and development programs that provide internal growth opportunities for employees
  • Maintain current knowledge of HR trends, regulatory changes, and emerging best practices
  • Some local or regional travel may be required for job fairs, training, and seminars
Requirements:

Qualifications

Education & Experience

  • Bachelor’s degree in human resources, Business Administration, or related field required
  • Minimum 3 years of HR management experience, preferably in the construction or trades industry
  • SHRM-CP or SHRM-SCP certification desired

Skills & Abilities

  • Excellent verbal, written, and interpersonal communication skills
  • Strong conflict resolution, negotiation, and problem-solving capabilities
  • Thorough knowledge of federal, state, and local employment law
  • High attention to detail with strong organizational and prioritization skills
  • Proficient in Microsoft Office Suite; able to quickly learn HRIS and talent management systems
  • Ability to handle sensitive matters with integrity, professionalism, and confidentiality

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer
  • Must be able to lift 15–20 pounds at times
  • Must be able to access and navigate each department at the organization's facilities
  • Periodic attendance at job fairs and events may require extended periods of standing
