About This Position
SUMMARY
The position of Quality Review Officer is responsible for assisting and managing the Commercial Real Estate, Consumer, C/I, and/or SBA term loan process and preparation by carefully reviewing all loan documentation throughout the entire lending process.
Ensures compliance with established Bank policies and procedures. Demonstrates knowledge of, adherence to, monitoring and responsibility for compliance with state and federal regulations and laws as they pertain to this position including but not limited to the following: GLBA (Gramm-Leach-Bliley Act), Regulation Z (Truth in Lending Act), Regulation DD (Truth in Savings Act) Regulation B (Equal Credit Opportunity Act), Dodd–Frank Wall Street Reform and Consumer Protection Act (Dodd Frank Act), Elder Abuse Laws, Bank Secrecy Act in conjunction with the USA PATRIOT Act, Anti-Money Laundering and Customer Information Program, Right to Financial Privacy Act (state and federal) and Community Reinvestment Act.
REQUIRED DUTIES
1. Review loan packages in their entirely through each step of the lending process.
2. Responsible for reviewing loan files prior to Sr. Management review and approval to submit to Loan Committee.
3. Responsible for reviewing loan files after committee approval and before loan documents are drawn.
4. Responsible for reviewing loan files after loan documents are drawn and before the loan is funded.
5. Works with processing/funding to ensure accurate flow of information in documents to provide efficient closing of loan funding.
6. Responsible for the final review of the loan file after the loan is funded.
7. Maintains an open line of communication / correspondence between all involved parties. These parties include but not limited to the Borrower, Escrow, Title, Credit Officer, and manager.
8. Consults with legal counsel and third-party companies as needed.
9. Instructs and provides guidance to credit officers/credit managers regarding proper documentation.
10. Instructs credit officers and credit analysts when there are documentation and title issues.
11. Instructs credit staff what documentation is needed to complete loan files.
12. Provides customer service including meeting and greeting customers in person and on the phone.
13. Reviews work product of credit staff, trains credit staff on proper documentation.
14. May supervise, or oversee and delegate work to administrative staff.
15. Applies knowledge of the Bank’s underwriting and lending guidelines and policies when reviewing all loan documentation and confirms documentation is in compliance to these guidelines and polices.
16. Consistently applies superior decision making techniques pertaining to inquiries, approvals and requests as they apply to existing policies and procedures.
17. Plays a positive role in the development and growth of assigned department staff through excellent communication skills, both verbal and written, along with strong delegation skills assuring a highly cross-trained staff.
18. Assumes responsibility for various job duties in the absence of staff members or in overload situations.
19. Performs personnel actions including performance appraisals, disciplinary actions, and interviewing candidates for employment; supervises the daily activities of the team including, but not limited to, effective delegation of assignments, developing work schedules and providing necessary training.

MINIMUM REQUIREMENTS

• Bachelor's degree highly preferred; High school diploma and/or 5+ plus years work experience and/or training in commercial or SBA lending – specifically, property cash flow analysis and appraisal valuation methods. .
• Commercial real estate and/or SBA analysis/underwriting experience a plus
• Strong problem solving, analytical and decision making skills.
• Able to handle multiple transactions at once and work well in a team-oriented environment
• Strong customer service skills, relationship development and management skills
• Intermediate experience, knowledge and training in all lending activities and terminology.
• Able to make a conclusive recommendation based on independent analysis.

• Intermediate skills in computer terminal and personal computer operation; mainframe computer system; word processing and spreadsheet software programs.
• Intermediate typing skills to meet production needs of the position.
• Intermediate math skills; ability to calculate interest, commissions, proportions, and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; locate routine mathematical errors; compute rate, ratio and percent, including the drafting and interpretation of bar graphs.
• Good verbal, written and interpersonal communication skills, with the ability to apply common sense to carry out instructions and instruct others, train personnel, write reports, correspondence and procedures, and speak clearly to customers and employees.
• Ability to deal with complex problems involving multiple facets and variables in non-standardized situations.
• Ability to work with no supervision while performing duties.
Pay $56,000 - $85,000 per year. The salary reflects the full, reasonably expected salary range for this position. Salary is based on the candidate’s current experience, education, skills, and abilities related to the position. Successful candidates may be eligible for bonus, stock, commissions, and incentives at the Company’s sole discretion.
