General Description
Provide oversight and guidance to the Self -Directed Services program, including direct oversight for the Self-Directed Supervisory Staff. In collaboration with self- directed participant and family will serve as “employer of record” for Self-Direction plans with budget authority: conduct background checks, collect service-related documentation, pay for or reimburses budget-approved goods and services and provide payroll/benefit services. Effectively supports ongoing and collaborative communication amongst all program staff and is responsible for ensuring a trauma informed care environment.
Essential Duties and Responsibilities
- Provides Fiscal Intermediary Services to participants and families with approved self-direct budgets.
- Directs and implements training and supervision of Self Direction Services Supervisors including but not limited to supervision meetings, team meetings, performance appraisals, and coaching and development
- Ensures compliance with regulatory requirements including auditing, monitoring documentation, dashboard reporting, and incident management as needed
- Partners with SDS Director on development and implementation of policies and procedures, and revises according to current regulations from funders and stakeholder
- Maintains caseload of self-directed clients that is reduced to accommodate other leadership responsibilities
- Directs and accounts for Self-Hire time and billing approvals
- Manages and monitors caseload and partners with providers/families as needed
- Assists with financial management, including billing reviews
- Coordinates all of the essential functions of the FSS Program
- Manages the process for updating and maintaining program policies and procedures; including seeking input from the team; assessing all factors and working the full cycle of implementation to execution
- Sets goals, reviews and documents performance, and leads staff in accordance with CCFCS’s mission, vision, and values
- Participates in the program evaluation process and ongoing monitoring of program activities
- Ensures appropriate reporting to established entities
- Serves as direct contact/liaison for participants, the local Developmental Disabilities Regional Office (DDRO), Care Managers, and Brokers considering CCFCS for Self -Directed services.
- Provides training and support to self-directed participants and families, including but not limited to hiring and supervising staff, regulatory guidance with self-directed waiver services and other mandatory trainings.
- Ensures Direct Support Professional Core Competencies are addressed and evaluated.
- Provides guidance to participants and families as well as direct supervision to self-direct staff when job performance and/or conflict resolution require disciplinary notices or termination of employment.
- Reviews staff timesheets, mileage invoices, and reimbursement forms and ensures requested payments are consistent with the participants approved Self Directed plan/budget, ensuring accuracy and compliance with self-directed regulations.
- Reviews Life Plans, Habilitation Plans, and monthly summaries assuring accuracy and compliance for self-directed services.
- Maintains documentation of overall program operations for each Self- Directed participant
- Attends assigned Self -Directed Participants Circle of Support (COS), Life Plans, and Launch meetings as required to review supports and services authorized by the Self- Directed Plan/Budget.
- Verifies and processes Invoice/Service records for contracted/Vendor Services and maintain required documentation.
- Tracks and reports fiscal accounting for FI participants. Submit Medicaid billing, check requests, vouchers as needed for funding purposes and assure payments are received.
- Assists in the development of FI budgets and provide oversight, implementation and fiscal accountability of assigned FI budgets throughout the year.
- Provides oversight and guidance to other brokers within and outside of CCFCS to ensure accuracy and continuity of services, as needed.
- Provides Brokerage Services assisting participants in developing a circle of support.
- Develops Habilitation Plans, when needed.
- Ensures health and safety needs for all participants providing follow-up as needed.
- Assists with periodic participant file reviews assuring ongoing compliance to all applicable regulations.
- Reports and assists with incidents related to Medicaid fraud investigations related to self-hired staff
- Assists Director in ensuring compliance with all applicable local, state, and federal regulations and agency policies
- Participates in relevant Agency meetings and/or trainings
- Actively pursues development of professional competencies related to job role performance through reading, supervision, in-service training and attendance at conferences and workshops
- Awareness and active support of the Agency's Mission, Vision, Values and Strategic Plan. Including, but not limited to, supporting the Agency's Core Competency initiatives of being Collaborative and Community Focused, Innovative and Entrepreneurial, and Culturally Competent and Diverse
- Other duties as assigned

Qualifications
Education: Associate’s Degree in Human Services required, Bachelor’s in Human Services preferred. Equivalent combination of education and experience will be considered.
Credentials: Clean and valid Driver’s License
Experience: At least 2 years of experience working with individuals with intellectual/developmental disabilities.

- Proficiency and experience with PC’s and Microsoft applications.
- Ability to analyze and interpret data and to handle problem resolution.
- Possession of a valid NYS Driver’s license and a driver's record considered acceptable by agency and
- insurance carrier.
- Continuous use of a reliable, registered and insured vehicle.
