Replace Utility Systems - St. Mary Water, St. Mary Winter Septic, and Two Medicine Water System, Glacier National Park
Construction Management (CM) Services Replace Utility Systems - St. Mary Water, St. Mary Winter Septic, and Two Medicine Water System, Glacier National Park, Flathead County, Glacier, Montana. The project will include the construction improvements for the three systems as denoted below:
Rehabilitation Two Medicine Water System – This project will include improvements to one of two water supply wells, replacement of the well control and water treatment building and equipment, installation of a new transmission main from the tank to the distribution system, and replacement of the existing water distribution system and appurtenances.
Rehabilitation of St. Mary Water System - This project will include improvements to the one of two existing wells, replacement of a second existing well, replacement of the water distribution system and appurtenances in the Hudson Bay area, replacement/relocation of the existing well control and water treatment building and equipment, replacement of the water distribution system and appurtenances within the St. Mary Campground and removal of the existing water storage tank above the St. Mary Campground.
Construct Winter Septic System in St. Mary - This project includes the replacement of the existing septic tank and drain field system with an expanded system to better treat and distribute the effluent and provide capacity for possible future, additional residences. The system will include multiple septic tanks, a dose tank and a pressure dosed drain field.
Period of Performance:
Approx. 610 total calendar days (471 full-time calendar days during construction within the park and 139 part-time days during the annual winter shutdown phase remote/home office), hours of construction management services for a Lead CMR. Exact dates of performance have yet to be determined and are dependent upon start of construction activities.
Anticipated Schedule (actual hours may be less as holidays/weather days not included below):
Full-time: 3/15/2026 – 11/13/2026, 257 Calendar days (assume 40 hours/week)
Winter Shutdown, Part-Time: 11/14/2026 – 3/31/2027, 139 Calendar days (assume 20 hours/week)
Full-Time: 4/1/2027 – 10/31/2027, 214 calendar days (assume 40 hours/week)
Construction activities are not scheduled to begin until April 1, 2026, with anticipated construction final acceptance on or before June 30, 2027. The majority of CMR activities will take place within the construction period of performance. However, the CMR period of performance beginning on March 15, 2026, will allow the CMR team the ability to participate in pre-construction activities as well as facilitate and participate in an on-site “plan-in-hand” meeting with the selected contractor and NPS team to review site conditions ahead of construction activities. The construction contractor allowable work hours are from 6 am to 7 pm Monday through Friday, with Weekends and Holidays by NPS approval only.
Requirements:ON-SITE CMR REQUIRED QUALIFICATIONS:
- Education and professional qualifications related to construction, engineering and water and wastewater utility experience.
- Experience providing similar services for similar projects.
- The CMR(S) shall be knowledgeable in waterline trenching, water utility systems, electrical generator installation and use, SCADA, compaction testing and techniques and construction practices including applicable industry standards, regulations or codes, cost breakdown estimating and negotiating, and technical writing. For technically specific construction and installation, the CMR may provide temporary specialist on site and for the review of submittals with approval from the CO.
- CMR shall be knowledgeable in all applicable safety regulations and must have a minimum of Occupational Safety and Health Administration (OSHA) 30-hour construction safety training.
- Individuals shall have expert computer operating skills to be able to create and manipulate Microsoft Project, Primavera or equivalent schedules and be proficient in a variety of well-known programs such as Microsoft Word, Excel, Teams, and Project. The CMR(S) must also be able to access and utilize the Internet for communications, project progress meetings, review of submittals, RFI’s, transmission of digital progress photographs, etc.
