Program Manager – Raw Land Site Development Summary:

We are seeking an experienced Program Manager – Raw Land Site Development to lead large-scale greenfield rural wireless deployment initiatives. This role provides end-to-end oversight of full lifecycle cell site development — from land acquisition through on-air activation — ensuring seamless integration across civil construction, tower development, and advanced LTE/5G RAN deployment. The Program Manager serves as the primary executive interface for carrier clients, internal leadership, and strategic partners, driving performance across safety, schedule, financial outcomes, regulatory compliance, and operational excellence. This position plays a critical role in expanding network coverage, enabling digital connectivity in underserved markets, and delivering high-quality wireless infrastructure at scale.

Program Manager – Raw Land Site Development Duties and Responsibilities:

Executive Program Leadership

  • Lead a multi-site raw land wireless deployment program from site acquisition through on-air activation.
  • Establish program governance structures, KPIs, reporting frameworks, and risk controls.
  • Drive schedule predictability and financial performance across capital-intensive infrastructure projects.
  • Deliver executive-level reporting and strategic updates to senior leadership and carrier clients.

Strategic Site Development Oversight

  • Oversee vendor land acquisition strategy, zoning, and regulatory approval processes.
  • Interface with municipalities, utilities, and regulatory authorities to secure approvals.
  • Oversee civil construction, tower erection, and infrastructure readiness activities.
  • Ensure alignment between infrastructure development and RF design requirements.

RAN Construction & Technical Integration

  • Provide oversight of RAN installation, commissioning, and integration activities.
  • Ensure readiness of RAN and backhaul solutions.
  • Lead commissioning, optimization, and acceptance processes.
  • Validate construction closeouts and enforce activation quality standards.

Financial & Operational Accountability

  • Own program budgets, forecasting, and cost controls.
  • Lead change order negotiations and scope management processes.
  • Maintain disciplined financial governance across multi-site deployments.

Schedule & Deployment Acceleration

  • Direct critical path planning and milestone tracking.
  • Implement proactive risk mitigation strategies to prevent schedule slippage.
  • Lead recovery planning and escalation management when required.
  • Optimize cross-functional resource allocation across engineering, construction, and integration teams.

Vendor & Partner Management

  • Oversee general contractors, subcontractors, and integration partners.
  • Establish clear scopes of work, accountability standards, and performance metrics.
  • Enforce quality assurance protocols and industry best practices.
  • Foster long-term partnerships aligned with safety, compliance, and delivery excellence.

Risk, Compliance & Operational Excellence

  • Maintain program-level risk registers and mitigation strategies.
  • Ensure OSHA compliance and adherence to industry safety standards.
  • Monitor operational KPIs and drive continuous improvement initiatives.
  • Escalate material risks with actionable recommendations to stakeholders.

Executive Stakeholder Engagement

  • Serve as the primary executive point of contact for carrier customers and internal leadership.
  • Support strategic planning discussions with municipalities, utilities, and regulatory agencies.
  • Deliver structured executive dashboards and performance reporting.
  • Represent the organization in high-level client and regulatory engagements.

Program Manager – Raw Land Site Development Qualifications:

  • Required:
    • 10+ years of experience in wireless infrastructure, telecommunications construction, or large-scale infrastructure program management.
    • Proven experience leading raw land (greenfield) site development programs.
    • Strong knowledge of LTE and 5G RAN deployment and integration.
  • Preferred:
    • PMP or equivalent program management certification.
    • Experience supporting rural network expansion initiatives.
    • Strong background in tower development and civil construction management.
    • Familiarity with fiber backhaul and satellite transport solutions.

Program Manager – Raw Land Site Development Competencies:

    • Deep understanding of zoning, permitting, regulatory approvals, and utility coordination.
    • Demonstrated success managing multi-million-dollar capital programs.
    • Strong executive communication and stakeholder management skills.
    • Proficiency in financial management, forecasting, and risk mitigation.
