About This Position

Position Description
The Associate Director of Programs will play a key role in the Franciscan team and is responsible for managing all the agency’s programs and the delivery of supportive services. He/she will ensure service delivery models, client deliverables, and programmatic outcomes are aligned with the agency’s mission, vision, strategic goals, and values while adhering to the harm reduction model's and trauma-informed care's core tenets. He/she ensures that the supportive services operate efficiently and effectively according to best practices. Provides management over all supportive service staff members, interns, and volunteers; analyzes performance, implements corrective action, and prepares necessary internal and external reports. He/she will be the liaison between Franciscan Outreach and external agencies about program(s) under his/her authority. The Associate Director of Programs will provide ongoing, proactive management of programs and staff members under his/her supervision.

Essential Duties & Respnsibilities:
Program Supervision and Oversight (60%)
-Provides one-on-one supervision to assigned staff, including those who supervise other staff; documents all supervision activities
-Oversee all supportive services delivery, including case assignment, scheduling meetings and events, distribution of assistance, eviction/discharge prevention, client grievances, etc.
-Directs and oversees Quality Assurance activities
-Manage relationships with Franciscan Outreach partner agencies
-Responsible for staff recruitment, hiring, onboarding, and performance management, including disciplinary action as needed
-Oversee placement for social work and/or psychology interns, including the creation of intern job descriptions, screening, and placement of intern candidates, clinical and task supervision, evaluation, etc.
-Coordinates with organizational leadership and the case management team to develop internship opportunities that add value to the organization.
-Responsible for the management of program budgets under the span of authority
-Represents Franciscan Outreach at external meetings, presents at conferences or other events as requested by the Executive Team
-Has on-call responsibilities for nights and weekends

Direct Client Services (10%)
-Responds to client crises, provides crisis intervention, including petitions for involuntary hospitalization if necessary.
-With assigned staff, facilitates intervention plans with clients to prevent loss of housing or other negative outcomes
-Conducts client satisfaction surveys and manages the process to ensure the program is monitored and participants have a voice in the program process

Training and Consultation (10%)
-Provides training and consultation for staff with supervisory responsibilities to ensure that all program staff receive appropriate support and oversight within a reflective supervision model
-Provides regular training to case managers, interns, and other staff on topics related to mental health and mental illness, trauma and trauma-informed care, motivational interviewing, and various clinical frameworks to support excellent case management.
-Consults one-on-one with assigned staff around behavioral health concerns and supports case managers in providing services in a way that is consistent with Franciscan Outreach values and best practices.

Program Development (20%)
-Develop relationships with community agencies throughout Chicago to enhance the service offerings for Franciscan Outreach clients
-Build partnerships and linkages, and identify opportunities for collaboration, including co-located services when possible
-Obtains documentation of match via partnerships and in-kind services
-With the Deputy Director, program data and stakeholder feedback to develop new strategies and programming to support Franciscan Outreach’s mission

Other Responsibilities:
-Use email and other technologies to communicate with staff and others and to complete work assignments efficiently
-Protects the organization's value by keeping information confidential
-Update job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations
-Perform other duties and attend other meetings and events as assigned

Qualifications:
Education, Certification, License
-Master’s in social work, Psychology, or Counseling
-LCSW or LCPC preferred
-Reliable transportation, a valid driver’s license, and proper insurance are necessary as use of a personal vehicle is required.

Experience:
-Five years minimum of clinical experience working with people experiencing homelessness, people living with serious mental illness, and/or other vulnerable populations
-Three years minimum of supervisory or program management experience, including experience managing multiple programs
-Demonstrated experience and expertise in issues related to programs under governmental contracts and authorities, including housing continuum of care, substance use, poverty, mental health, benefits, entitlements, adult criminal justice system, community-based treatment, and ancillary service providers

Skills and Abilities:
-Proficient in the use and knowledge of Microsoft Office and general office equipment
-Strong interpersonal and communication skills with the ability to work effectively with persons who may be ill, disabled, emotionally upset, and/or hostile
-Ability to show empathy and remain non-judgmental
-Ability to gather information from a variety of sources
-Ability to manage multiple tasks, analyze information, and use data to modify programs or systems accordingly
-Training or certification in evidence-based practices that include Motivational Interviewing, Harm Reduction, and Trauma-Informed Care
-Knowledgeable in therapeutic techniques for engaging and supporting people living with serious mental illness and/or other vulnerable populations.
-Displays eagerness and the ability to learn new methods, procedures, and techniques
-Displays a significant degree of professionalism and confidentiality

Working Conditions and Physical Requirements:
-Work is normally performed in a typical office work environment or in scattered site units as required
-Sitting for extended periods is required
-Frequent physical activity, including standing, walking, bending, lifting (less than 40 pounds), and climbing stairs
-Normal manual dexterity and hand-eye coordination
-Corrected hearing and vision to the normal range
-Verbal communication
