Position Summary:
Midnight Sun is seeking an experienced Traveling Construction Superintendent to oversee and manage construction operations on federal government contracts across multiple project sites. This position is responsible for the on-site supervision and coordination of multiple stakeholders to ensure projects are safely completed to the highest standard, on schedule, and within budget. The Superintendent works with the project team to maintain an on-site presence while all work is being performed.
The ideal candidate is a seasoned construction professional that possesses a thorough understanding of miliary and federal government contracting requirements. Diverse agency and/or contract type experience is beneficial.
Duties/Responsibilities:
- Serve as the on-site Superintendent overseeing all field construction activities and subcontractor performance.
- Maintain continuous on-site presence during active construction operations as required by contract.
- Review and interpret drawings, specifications, and contract documents to ensure full compliance with project requirements.
- Plan, coordinate, and supervise daily construction activities, sequencing, and site logistics.
- Develop and maintain project schedules (CPM) and coordinate short-interval planning with subcontractors.
- Conduct daily site inspections and prepare detailed daily reports including labor, safety, and production tracking.
- Coordinate subcontractor activities, material deliveries, and equipment utilization.
- Lead and participate in project meetings including progress meetings, safety meetings, and coordination meetings with government stakeholders.
- Manage and track project documentation including RFIs, submittals, change orders, and as-built drawings.
- Ensure compliance with all federal, state, and installation-specific regulations and requirements.
- Enforce safety standards in accordance with OSHA and USACE EM 385-1-1.
- Monitor quality control processes and coordinate inspections, testing, and deficiency corrections.
- Identify and resolve field issues, conflicts, and delays proactively.
- Support project startup, mobilization, and closeout activities including punch lists and turnover documentation.
- Coordinate with project managers, quality control managers, and safety personnel to ensure contract compliance.
- Maintain positive working relationships with government clients, base personnel, subcontractors, and internal teams.
- Travel to and support multiple job sites as required.
- Other duties as needed to ensure project success.
Minimum Requirements:
Education and Industry Experience
- High School Diploma or GED required, Associate's or Bachelor's degree in Construction Management or a related field preferred.
- 5 years of experience as a Superintendent on federal government construction projects.
- Experience with agencies such as the U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), the U.S. Coast Guard, and/or other federal clients is highly desired.
- Experience with projects under various contract vehicles including Indefinite Delivery/Indefinite Quantity (IDIQ), Job Order Contracts (JOC), Simplified Acquisition of Base Engineer Requirements (SABER), and/or Multiple Award Task Order Contracts (MATOC/SATOC) is highly desired.
Knowledge, Skills, and Abilities
- Strong knowledge of federal construction regulations including FAR, DFARS, OSHA standards, and USACE EM 385-1-1.
- Proficiency in construction scheduling using Critical Path Method (CPM).
- Strong understanding of construction means and methods, sequencing, and field coordination.
- Ability to read, interpret, and enforce construction drawings, specifications, and contract requirements.
- Excellent leadership, communication, and organizational skills.
- Ability to manage multiple subcontractors and projects simultaneously.
- Strong problem-solving and decision-making skills.
- Proficiency in Microsoft Office Suite and construction management software (Procore, RMS, Bluebeam, etc.).
- Ability to effectively communicate with subcontractors, government representatives, and other stakeholders.
Certifications/Licenses/Other
- Valid driver's license.
- CPR/First Aid Certification.
- OSHA 30-Hour Construction Certification.
- USACE Construction Quality Management for Contractors (CQM-C) Certification desired.
- Must be able to obtain and maintain client site access and badging requirements.

Work Environment:
This is a traveling position that requires frequent travel and extended stays at project locations. Work is performed in office settings as well as active construction sites, which may be located indoors or outdoors, in remote, suburban, or remote areas. Exposure to outdoor weather conditions, construction equipment, noise, dust, and other job-related hazards is expected. Use of personal protective equipment (PPE) is required at all times on job sites.

The physical demands of this position are described below, which are representative of those that must be met by an employee to successfully perform the essential functions of this job:
- Ability to walk, stand, climb, and otherwise navigate active construction areas safely.
- Ability to lift, carry, or otherwise move materials or equipment up to 10 pounds regularly, and up to 50 pounds occasionally.
- Ability to sit, stand, walk, and talk regularly, for extended periods of time.
- Ability to balance, stoop, kneel, squat, and reach occasionally.
- Ability to use arms, hands, and fingers to operate equipment, computers, phones, and other office or field equipment.
- Ability to hear and communicate clearly in active construction environments, including areas with high noise levels.
- Visual acuity to read drawings, perform inspections, and review detailed documentation.
