About This Position
Summary
The primary purpose of this position is to perform specialized analytical and professional work in the development and administration of programs in the Asset Management, particularly housing project construction and real estate development. The incumbent may also be responsible for project budgets, resource development, staff direction, and related activities. This position also manages maintenance personnel and oversees TGHA’s fleet and insurance management.
All activities must support The Greenville Housing Authority’s (“TGHA” or “Authority”) mission, strategic goals, and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
- Under the leadership of the Director Asset Management, develops strategies and goals consistent with the Authority’s mission for successful growth and administration of all real estate development activities and construction programs.
- Manages the work of staff including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting and training new employees, acting on employee problems, and recommending and implementing discipline.
- Oversees maintenance operations; monitors and reviews work products; ensures tasks are completed within appropriate timeframes; performs periodic quality control audits of work order and other department systems.
- Oversees TGHA fleet management by assessing vehicles and equipment needs, ensuring safe working conditions, conducting planning related to fleet services, and responding to emergency situations. Adjusts operations to meet seasonal and emergency demands.
- Manages Authority insurance plans related to fleet, maintenance, modernization, and development operations. Participates in plan negotiation and document administration; acts as a point of contact for insurance carriers.
- Oversees modernization projects and acts as a project manager as required. Facilitates communication between housing operations and maintenance staff on site-specific projects.
- Negotiates or supervises the negotiation of contracts for construction development.
- Oversees preparation of requests for proposals and design/building bid documents.
- Oversees and directs work of architects, engineers, builders, and other technical consultants engaged by TGHA.
Education and/or Experience
High school diploma or GED and five (5) years of increasingly responsible experience in affordable housing, construction management, or related field. An equivalent combination of education and experience may be considered.
Some positions may require possession of a valid driver’s license and the ability to be insurable under the Authority’s automobile insurance plan at the standard rate.
Technical Skills
To perform this job successfully, the employee should have strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
