About This Position

Strategic Analysis, Inc is looking for a Program Analyst II to provide integrated mission, operational, and technical support within a classified environment. This position operates at the intersection of IT infrastructure, executive coordination, and knowledge management, serving as a key liaison between technical teams and senior government leadership. The ideal candidate is a problem solver who understands both business and technical language and can translate operational requirements into actionable technical and policy solutions. Supports senior leadership and technical teams; Executes recurring responsibilities while contributing to process improvement.

Responsibilities:

Action Officer (AO) Support

·Draft, analyze, and refine executive correspondence, policies, briefings, decision memoranda, and program documentation
·Track and manage action items across multiple stakeholders and program offices
·Coordinate responses to leadership taskers and ensure timely completion
·Develop executive-level summaries translating technical issues into operational and strategic impacts
·Provide recommendations to government leadership on courses of action related to IT infrastructure, policy, and operational execution
·Support meeting preparation, documentation, and follow-up tracking

IT & Technical Operations Support

·Provide Tier II IT support across classified and multi-network environments
·Maintain and support hardware systems and user environments
·Monitor systems and user activity to evaluate program performance and service effectiveness
·Support infrastructure policy implementation and compliance
·Coordinate with vendors and cross-functional technical teams to resolve system and operational issues
·Assist with asset management and IT lifecycle processes

Knowledge Management & Data Analysis

·Maintain and organize knowledge repositories across secure environments
·Develop and standardize documentation, SOPs, and system guides
·Analyze operational and program data to support change management and performance improvement initiatives
·Develop dashboards and reporting products using tools such as PowerBI and Excel
·Support configuration control and records management best practices
·Improve documentation workflows to enhance information accessibility and continuity

Required Qualifications:

·Active Top Secret / SCI clearance
·Bachelor's degree in Information Systems, Operations Management, Business, or related field
·2+ years of experience supporting federal government IT environments
·Experience drafting and refining executive-level and technical documentation
·Experience supporting classified or multi-network environments
·Strong analytical and organizational skills
·Ability to translate technical issues into business and mission impacts
·Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint)
·Experience with task management or ticketing systems (e.g., Jira)
·CompTIA Security+ certification (required or ability to obtain within 6 months)

Desired Qualifications

·Experience supporting DoD, R&D, or technology-focused federal organizations
·Experience supporting executive leadership in an Action Officer or Program Analyst capacity
·Familiarity with change management processes
·Experience developing data dashboards or analytical reporting products
·Experience coordinating across multiple offices or agencies
