SUMMARY OF THE ROLE
The Operations Competency Assessor supports and assists the Training Director in implementing and maintaining the Competency Assurance Management System (CAMS) for RGLNG Operations personnel. The role is responsible for assessing the performance and competence of operations personnel across various tasks and activities, ensuring they meet the requirements of competence assurance standards. The Assessor conducts field assessments and provides verification of competency for safety-critical tasks. The position will be located in Brownsville, TX. KEY RESPONSIBILITIES: - Assess the performance of operations personnel and their related knowledge across various tasks, ensuring demonstrated competence meets the requirements of CAMS standards.
- Deliver technical training programs through classroom instruction and field-based training, such as: LNG process and plant operations, Safety systems and emergency procedures, Equipment and instrumentation, Control room operations, Standard operating procedures
- Support the development and maintenance of role competency profiles for operations personnel, including identification of safety-critical tasks
- Conduct field assessments and observations to evaluate operator competency in areas such as: Normal field operations, Controlled start-up and shutdown, Emergency and abnormal situations, Equipment preparation for maintenance, Process and safety systems
- Verify completion of required training curriculum as documented in individual training plans before conducting competency assessments.
- Document assessment results and provide detailed feedback to personnel and supervisors on competency gaps identified.
- Support the Training Director in quality assurance activities to maintain integrity of the competency assessment process.
- Assist in developing and maintaining assessment tools, guides and verification processes.
- Participate in pre-commissioning and commissioning activities to assess operator readiness.
- Mentor and guide operations personnel in developing competency in their roles.
- Support continuous improvement of CAMS through feedback and recommendations.
- Perform operational duties as needed to support facility.
- 5+ years' experience with an owner/operator.
- 5+ years working on LNG or gas processing facilities.
- 2+ years' experience with training and competency development and presentation.
- Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
- Strong understanding of LNG plant operations and processes.
- Experience with operations training and competency development.
- Knowledge of competency-based assessment methodologies.
- Strong instructional and presentation skills.
- Understanding of safety management systems and regulatory requirements.
- Strong observation and evaluation skills.
- Excellent written and verbal communication abilities.
- Proficiency in Microsoft Office applications.
- Experience with learning management systems.
- Strong planning and organizational capabilities.
- Associate's degree in related technical field.
- Formal assessor qualification.
- Technical certifications in relevant operational areas.
- Training/assessment certification.
Job Site Work Environment
Must be able to wear all necessary PPE equipment to perform job functions.
Operates in a complex construction environment.
Exposure to indoor and outdoor weather conditions.
Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.
Exposure to moving mechanical parts and electrical circuits.
Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.

Ability to drive to other Company work locations as required.
Ability to move throughout all areas of the facility, including being physically capable of traveling to a designed muster point during emergency situations.

The incumbent is required to have fully mechanical motion and usage of all extremities.
Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance.
Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Must be able to clearly communicate with others via radio, phone, and verbal methods.
May be required to enter confined spaces.
May be required to work at elevated heights and access elevated structures without assistance.
