Overview

The COLUMBIA Class Program Office is seeking a design Program Representative to support the COLUMBIA Class ship where the first of the class is currently in construction. In the Program Office you will get exposure to all facets of the Electric Boat enterprise including design and engineering, planning, finance, contracts, construction and facilities. As the core disclosures ramp down and construction ramps up for COLUMBIA, support is required for everything from change, work instructions and ILS to final assembly and test in Groton SYAB. With the diverse areas of work to be completed, you will encounter new challenges everyday and can leverage your experience in new ways. Program office is the first line of defense and includes interfacing with many customers inside and outside of EB; design, engineering, planning, finance, contracts, construction, PMS397, SUPSHIPs, etc. As a Program Office Representative, you will be responsible for ensuring all road blocks, technical and financial, are removed to keep design, engineering, waterfront, and planning on track. In addition, you will socialize problems/concerns/successes with executive level staff and the Navy. This position requires a highly motivated self-starter who possesses strong interpersonal and communication skills. Work hours are somewhat flexible with occasional work from home, when needed.

Responsibilities:

The program representative role requires an understanding of project management and the ability to support the fast paced environment of Columbia construction. Frequent communication with NAVSEA stakeholders and EB upper management will be necessary. The job responsibilities will be:

  • Understand and make key decisions concerning change products (CRs/CNs)
  • Provide Programmatic direction based on technical evaluations
  • Manage/coordinate responses to emergent design issues and drive the team to a timely solution
  • Manage/coordinate design liabilities in support of major construction milestones
  • Creating and analyzing program metrics, identifying issues and leading required corrective actions
  • Preparation and coordination of meetings to demonstrate progress, challenges and resolution plans
  • Preparing reports and presentations for Program Reviews
  • Acting as the point of contact for and reporting various statuses to NAVSEA and EB senior management
  • Working closely with engineering and planning to drive solutions that support both technical and program objectives
  • De-conflicting competing priorities and managing program risk
  • Coordinate and lead cross function teams that will solve technical issues holding up shipyard work
  • Review technical letters to NAVSEA asking for approval of shipyard Non-Conformances


Responsibilities

  • Skilled in Microsoft Office with a focus on Excel is highly desirable
  • A strong work ethic and highly developed communication and written skills
  • Highly motivated, self-starter capable of prioritizing work
  • Utilize Excel functions and macros to create program metrics, compiling data from various resources


Qualifications

Required:

  • Bachelor of Science Degree (or higher) in Engineering
  • A minimum of 2 years' experience in EB Engineering, Program Office, Operations, Design, Construction Management, Test or Planning
  • Project management and team leadership experience

Preferred:

  • 5 years' experience in EB Engineering, Program Office, Design, Construction Management, Test or Planning
  • 2+ years experience executing Columbia change in Teamcenter
  • Experience working with SUPSHIPs and NAVSEA is highly desirable
  • Experience working COLUMBIA Change and Work Instruction Level 1 Issues
  • Working level knowledge of PCM, ARTEMIS or other EB Business Systems
  • Experience in leading significant tasks such as TLS’s, RIEs or special projects
