The Boise City & Ada County Housing Authorities (BCACHA) is seeking a Supportive Housing Programs (SHP) Manager to lead and oversee the administration of our supportive housing programs. This senior-level role is ideal for a housing professional with leadership experience who is motivated to guide staff, strengthen operations, advance high-quality services for individuals and families experiencing homelessness, and develop new programs to expand and enhance BCACHA’s impact in the community.
While direct experience with these programs is highly valued, BCACHA encourages applications from candidates with transferrable leadership experience in housing, social services, public administration, or related fields who are interested in growing within a collaborative and mission-driven organization.
About the Role
The SHP Manager provides leadership and operational oversight for BCACHA’s supportive housing initiatives, including Continuum of Care (CoC), Veteran Supportive Housing (VASH), Project-Based Vouchers (PBV), and other specialized programs serving individuals and families experiencing homelessness. This role oversees staff supervision, budget development and monitoring, quality control, and program performance while maintaining compliance and integrity. The Manager also develops and implements new initiatives, fosters collaboration with participants, landlords, staff, community partners, and stakeholders, and works to coordinate and expand services for unhoused populations, advancing innovative and high-quality supportive housing programs.
Key Responsibilities
• Oversee daily operations of BCACHA’s supportive housing programs, including CoC, VASH, PBV, and other specialized initiatives, ensuring program performance, participant services, and compliance with HUD requirements.
• Develop, implement, and maintain program policies and procedures to ensure alignment with HUD regulations, federal requirements, and agency standards.
• Monitor program performance through quality control reviews and audits, identifying trends, compliance risks, and opportunities for operational improvement.
• Support budget development and ongoing administrative funding management, including utilization forecasting and cost-effective practices.
• Prepare and review HUD and internal reports, maintaining accurate records and timely documentation.
• Supervise, train, and mentor SHP staff, promoting professional development, high performance, and a collaborative team environment.
• Resolve complex participant, landlord, and community partner issues, including housing placement, services coordination, and program-related concerns.
• Serve as backup for key program functions as needed, including intake, eligibility determination, program enrollment, and inspections.
• Build and maintain strong relationships with participants, landlords, service providers, community organizations, and housing advocates to enhance program effectiveness and access to services.
• Stay current on HUD guidance, regulatory updates, and best practices in supportive housing, translating this knowledge into staff training and operational improvements.
• Promote program integrity, participant-centered services, and high standards of customer service.
• Perform other related duties as assigned.
Qualifications
We recognize that candidates may meet these qualifications through a variety of professional and educational paths. The ideal candidate will demonstrate many, though not necessarily all, of the following:
• Experience working with Supportive Housing Programs (SHP) or related permanent supportive housing initiatives within a Public Housing Authority or other housing or social service agency. This may include experience with CoC funded programs, VASH, PBV, or other specialized or special purpose vouchers.
• Knowledge of Coordinated Entry systems, HMIS data requirements, and collaboration across service providers and community partners.
• Skilled at navigating complex relationships with landlords, developers, service agencies, and government partners.
• Ability to interpret and apply HUD regulations, including 24 CFR, Fair Housing requirements, and related federal, state, and local regulations.
• Experience conducting quality control reviews, audits, or program monitoring activities.
• Supervisory or team leadership experience, with the ability to coach staff, manage performance, and support professional development.
• Experience using housing authority software systems; familiarity with Yardi Voyager is highly preferred.
• Experience with PBV project development and contract administration, including project selection, AHAP/HAP processes, and ongoing compliance monitoring is highly preferred.
• Strong organizational, analytical, and communication skills, including the ability to prepare and deliver presentations to boards, community partners, staff, and other stakeholder groups.
• Bachelor’s degree in public administration, business administration, planning, social work, or a related field, or an equivalent combination of education and relevant experience.
Certifications
• Housing Choice Voucher (HCV) Specialist Certification (Nan McKay, NAHRO, or equivalent) preferred; ability to obtain within a reasonable timeframe may be considered.
Additional Skills
• Strong relationship-building skills with staff, landlords, partners, and community stakeholders.
• Proficiency in Microsoft Office Suite and comfort working with data, reports, and performance metrics.
