About This Position
Description:
The Program Manager (PM) serves as the senior leader responsible for overall execution, performance, and delivery of all requirements under the Maneuver Center of Excellence (MCoE) G3 Operations Staff Support contract. This role provides strategic oversight, operational management, and direct coordination with Government stakeholders to ensure all contract objectives are met across multiple functional support areas including planning, training management, scheduling, operational analysis, and administrative support.
The Program Manager is accountable for managing personnel, ensuring compliance with contract requirements, maintaining quality standards, and delivering mission-critical support to the MCoE G3 organization.
Key ResponsibilitiesProgram & Contract Management- Provide full lifecycle management of the contract, ensuring all tasks are performed in accordance with the PWS and performance standards
- Oversee execution of all functional areas, including:
- Air Operations Planning
- Operational Analysis
- Central Tasking Office (CTO) support
- Ceremonies and event scheduling
- Staff Inspection Program coordination
- Long Range Planning Calendar (LRPC)
- ATRRS administration
- Ensure contract deliverables (e.g., monthly reports, continuity books, performance metrics) are completed accurately and on time
- Lead, supervise, and manage a multi-functional team supporting G3 operations
- Designate and oversee the On-Site Team Lead, ensuring effective daily execution of contract activities
- Ensure adequate staffing levels and continuity of operations
- Provide performance oversight, coaching, and professional development for assigned personnel
- Serve as the primary point of contact for the Contracting Officer (KO) and Contracting Officer’s Representative (COR)
- Be available during core hours and able to report onsite within 60 minutes when required
- Conduct quarterly on-site visits and meetings with the COR to review contract performance and address issues
- Maintain strong relationships with Army leadership, staff sections, and stakeholders
- Develop, implement, and maintain a Quality Control Plan (QCP) to ensure compliance with PWS requirements
- Monitor contractor performance against the Quality Assurance Surveillance Plan (QASP)
- Identify performance issues, implement corrective actions, and ensure continuous improvement
- Ensure compliance with all DoD, Army, and security requirements, including clearance and training mandates
- Ensure seamless integration and coordination across all G3 functional support areas
- Monitor execution of planning, scheduling, and analytical support activities
- Ensure timely processing of taskings, reports, and operational requirements
- Support synchronization of G3 activities across multiple organizational units
- Oversee preparation and submission of:
- Monthly progress/status reports
- Contractor Manpower Reporting (CMRA)
- Invoices via WAWF/iRAPT
- Ensure all reporting meets required standards for accuracy, timeliness, and completeness
- Provide status updates, risk assessments, and performance insights to Government stakeholders
- Identify risks to contract performance and develop mitigation strategies
- Address operational challenges, staffing issues, and performance gaps proactively
- Ensure continuity of operations during personnel transitions or mission changes
- Ensure all personnel maintain required Secret clearances and comply with security protocols
- Enforce compliance with:
- OPSEC
- AT Level I training
- Information Assurance requirements
- Safeguard government property, systems, and sensitive information
- Bachelor’s degree in Business, Management, Military Science, or related field (or equivalent experience)
- 10–15+ years of relevant experience in program management, operations, or military support services
- Prior experience managing DoD or Army contracts, preferably at installation or command level
- Active Secret clearance
- Demonstrated experience managing multi-functional teams and complex task orders
- Strong knowledge of:
- Army operations and organizational structure
- Training management and planning processes
- Contract performance and compliance requirements
- Exceptional leadership, communication, and stakeholder management skills
- Prior experience supporting MCoE, TRADOC, or G3 operations
- PMP certification (highly desirable but not required)
- Experience with Army systems such as:
- ATRRS
- SharePoint
- Tasking and planning systems
