Sterile Services Co. (SSC) is a mission-focused services company supporting federal, state, and commercial clients in highly regulated environments. SSC specializes in program and project management (PMO), logistics and supply chain operations, facilities operations & maintenance, and administrative and management support services, with a strong emphasis on compliance, quality, and operational execution.

SSC is seeking an experienced part-time Technical Writer / Subject Matter Expert (SME) to provide on-demand technical writing and proposal support on a 1099 basis. This role is intended for a senior-level writer who understands service-based government contracts, operational delivery models, and compliance-driven environments, and who can operate as a trusted SME partner to SSC leadership and capture teams.

The consultant will support RFP/RFQ responses, technical narratives, compliance documentation, capability statements, SOPs, and business development materials aligned to SSC’s core service offerings.

Requirements:
  • Develop clear, compliant, and evaluator-friendly technical narratives for federal, state, and commercial solicitations
  • Translate complex PMO, logistics, facilities O&M, and administrative support concepts into concise, structured proposal content
  • Own document structure, formatting, and presentation, ensuring materials are clean, professional, and evaluator-ready
  • Apply and enforce style guides, templates, headings, tables, callouts, page limits, and section numbering
  • Support proposal sections including:
  • Technical and management approaches
  • Staffing and labor narratives
  • Transition-in and phase-in plans
  • Past performance write-ups
  • Compliance matrices and crosswalks
  • Draft and refine capability statements, white papers, case studies, and executive summaries
  • Collaborate with SSC leadership, operations, and business development teams to extract SME-level input
  • Ensure strict alignment with solicitation instructions, evaluation criteria, and applicable FAR/DFARS requirements
  • Utilize modern technology tools (document management systems, collaboration platforms, proposal tools) to improve efficiency and accuracy
  • Support post-award documentation, transition plans, and client-facing technical materials as needed

Required Skills & Experience

  • 7+ years of experience as a technical writer supporting service-based government contracts
  • Proven ability to function as a subject matter partner, not just a content editor
  • Strong SME interview and synthesis skills
  • Exceptional formatting and document design skills, including:
  • Advanced Microsoft Word (styles, section breaks, TOCs, cross-references)
  • Tables, charts, and structured layouts for evaluators
  • Compliance matrices and requirement crosswalks
  • High proficiency with Microsoft Word, Excel, SharePoint, and collaborative document platforms
  • Technology tools savvy: experienced using proposal development tools, document management systems, and collaboration platforms to support fast-paced proposal environments
  • Exceptional written communication with a focus on clarity, structure, and compliance
  • Strong time management and ability to support proposal surge environments
  • Comfortable working independently with minimal oversight

Compensation & Engagement Structure

  • Hourly Rate: $45–$60/hour
  • Bonus Potential: Award-based bonus tied to successful contract wins
