Position Summary:

The Director of RTG/RMG provides daily oversight and support to the International Longshoreman Association (ILA) workforce to ensure that the Cargo Handling Equipment under the departments responsibility meet or exceed accepted industry safety and regulatory standards, achieving the highest possible equipment reliability and availability in a safe and efficient manner.

The primary responsibility for the position is to ensure preventive maintenance programs to ensure that equipment is properly maintained at or below budget. Promote teamwork between management staff and labor to achieve process improvement and operational effectiveness. Monitor operational data and downtime history to develop alternative parts or procedures to reduce failures and downtime. Must have the technical experience to read, understand, and troubleshoot electrical, mechanical and hydraulic systems and support the ILA mechanics responsible.

Principal Duties and Responsibilities:

They have technical oversight and responsibility to:

  1. Responsible for administrative, technical and strategic oversight of ILA maintenance staff assigned to the Department. Daily collaboration with ILA Foreman/Assistant Foreman for developing work plan and equipment allocation based on operational requirements
  2. Responsible for managing department budget for labor, parts and services.
  3. Review daily manning requirements based on operational and maintenance needs and ensure that labor payroll is accurate and approved in a timely manner. Ensure that the RTG Maintenance workforce perform their duties in a safe, professional and efficient manner.
  4. Provide technical assistance as required, including after-hours operational support.
  5. Assist in the identification and acquisition of spare and replacement parts and determining if there are acceptable levels of inventory kept on site.
  6. Ensure all equipment assigned to the department meets all OSHA standards pertaining to the type of equipment and that all applicable records are maintained up to date.
  7. Daily communications with the Marine and Yard Operations on upcoming operational requirements and planned maintenance activities. Identify and coordinate projects dealing with improving equipment operational and maintenance productivity.
  8. Assist in new equipment procurement and upgrade projects, which include assisting in the development of equipment specifications, evaluating vendor technical responses, working with outside consulting engineers, and commissioning oof new terminal equipment related to the department.
  9. Review records of equipment usage and downtime to develop strategic planning for equipment upgrades, and new equipment procurement. Track and record equipment operating, maintenance and repair hours and costs.
  10. Interface with personnel as necessary on technical issues to ensure safe and proper understanding of the problems, trouble-shooting techniques, repair procedures. Ensure all manuals, drawings, schematics and software are always kept current.
  11. Investigate causes of equipment malfunctions and suggest corrections to prevent future issues. Assist with identifying and correcting causes of Equipment Downtime.
  12. Assess risk and possible safety hazards of Container Equipment maintenance and develop Job Hazard Analysis documents as needed.

Minimum Qualifications:

  1. Employee must be able to communicate effectively in English.
  2. Employees must develop positive and professional relationships with ILA Labor, Vendors, and Contractors.
  3. Technical knowledge of Rail Mounted Gantry Cranes, Rubber Tire Gantry Cranes, Top Loaders, Empty Handlers, Straddle Carriers, and other port related equipment or similar equipment.
  4. Working knowledge of troubleshooting and repair procedures for Mechanical, Hydraulic, Electrical, Electronic and Diesel Equipment as used on Container Handling Equipment.
  5. Knowledge of OSHA, local, and federal compliance regulations as it pertains to Cargo Handling Equipment Maintenance and operations, including but not limited to annual and quad inspections, lockout-tagout, release of stored energy, ARC Flash and Medium Voltage equipment.
  6. Proficient in troubleshooting mechanical and electrical issues, including AC Drives and PLC’s, Remote monitoring systems, Windows Operating systems, Scanning lasers, and other Closed Loop Control Systems.
  7. Knowledgeable in diagnosing and repair procedures for communication equipment, including fiber optics, network cameras, ethernet and Profibus communications.

Education and/or Experience:

  1. AS/BS in Electrical, Mechanical or Industrial Engineering, or equivalent certified Technical Training.
  2. Self-motivated with the ability to solve problems logically and quickly.
  3. Experience working with ILA Labor and Collective Bargaining Agreement work rules.

Physical Demands and/or Working Conditions may encompass:

  1. Working at heights in excess of 100 feet.
  2. Working in limited spaces.
  3. Working in noisy environments.
  4. Require the physical ability to access equipment as needed, including climbing ladders and stairs.

Tools and Equipment:

  1. Must be proficient with office computer systems including the use of spreadsheets, word processors, databases, and email.
  2. Proficient computer skills required to efficiently use computers for diagnosis of equipment problems.
  3. Must have the ability to read schematic drawings and engineering prints and interpret PLC logic and function block.

Typical Work Hours:

The Director of RTGs/RMGs will coordinate with the Operations and Maintenance teams. Typical work week is Monday through Friday, however due to the demanding operational nature of this equipment, maintenance will be required both during and after cargo operations and off hours support and weekend work will be necessary as required.

Benefits:

  • Salary Range: $109,270.00 to $187,117.00 annually + bonus + benefits
