Job Summary

This position in the Occupational License Division provides excellent customer service as the first point of contact for taxpayers. It involves a range of responsibilities related to the collection of occupational license fees, net profit taxes, and business license fees. The primary function is to establish and maintain tax records for occupational tax collection while educating taxpayers about their obligations. Additionally, this role includes cross-training in all aspects of the occupational license department to serve as backup support when regular staff members are occupied or unavailable.

Major Essential Duties

  • Review all occupational tax account applications, follow up on missing or incomplete documentation, and ensure accurate setup of tax accounts in the software system. Additionally, maintain communication with applicants to guide them through the process and address any questions or concerns.
  • Assist taxpayers in navigating the online tax portal, providing guidance to help them fulfill their tax obligations to the county accurately and efficiently.
  • Identify and follow up on potential cases of tax non-compliance by individuals and entities within the County’s taxing jurisdiction. Utilize systematic methods to encourage registration and facilitate the collection of taxes owed to the County.
  • Maintain the petty cash box, ensuring accurate record-keeping, and prepare daily cash deposits for financial reporting and accountability.
  • Examines final returns and closes accounts as required.
  • Respond to inquiries regarding tax matters via phone, email, and in-person, providing exceptional customer service.
  • Ensures the maintenance of current, accurate, and confidential record of accounts.
  • Provide basic tax return preparation assistance to customers in person, over the phone, or via email, focusing on non-complicated returns within the County’s guidelines
  • Acts as liaison between the County, City of Florence, City of Walton and other County Departments (Building Dept., Planning & Zoning, and Finance) regarding occupational tax accounts.
  • Handle outgoing mail by preparing and processing postage. Additionally, manage incoming mail by opening and distributing it appropriately
  • Generate reports from the software system for new activity listings and other requested data, including open records reports for business listings.
  • Process all zero liability tax returns and closure forms, ensuring accurate data entry, managing correspondence, and maintaining organized records and files.
  • Monitors office supply levels and initiates the appropriate process to obtain additional supplies as needed.
  • Ensure the integrity and confidentiality of taxpayer records, maintaining current and accurate account information.
  • Upholds the Occupational Tax Office Mission Statement, Vision Statement and Guiding Principles.

Minor Essential Duties

  • Performs additional tasks as assigned to support office operations.

Supervisory Responsibilities

  • This role does not include supervisory duties.

Relationships

  • Reports directly to the Occupational Tax Administrator.
Requirements:

Qualifications

Education and/or Experience

  • Graduation from a standard high school or vocational school, or the equivalency,
  • Experience in clerical and bookkeeping work, or a combination of relevant education and experience that provides the necessary knowledge, skills, and abilities.

Language Skills

  • Strong verbal communication skills, with the ability to interact effectively with taxpayers and colleagues.
  • Clear and concise writing skills for preparing letters, memos, and reports.
  • Ability to comprehend and interpret legal documents, instructions, and regulations.

Mathematical Skills

  • Proficiency in basic arithmetic, including addition, subtraction, multiplication, and division.
  • Ability to calculate percentages, ratios, and rates and interpret graphs.
  • Capable of solving practical issues and navigating abstract concepts.

Reasoning Skills

  • Ability to identify problems, analyze data, and formulate logical conclusions.
  • Proficient in interpreting complex regulations, instructions, and technical information.

Certificates, Licenses, Registrations

  • High School Diploma or GED Diploma

  • Effective verbal communication to engage with taxpayers, colleagues, and management..

  • Ability to address sensitive inquiries or complaints from the public, businesses, and regulatory agencies.

  • Ability to work independently while adhering to established supervision.
  • Proficiency in Microsoft Office applications.
  • Knowledge of Boone County local ordinances and general local government laws.
  • Understanding of governmental accounting principles.

Physical Demands

  • Ability to type using a standard keyboard

  • Ability to lift and move up to 25 pounds.
  • Capacity to reach overhead and retrieve files from cabinets.
  • File in and retrieve documents from a filing cabinet
  • Must pass a drug screening.
